The U.S. Army Soldier and Biological Chemical Command, Soldier Systems Center (SBCCOM, SSC), Natick MA. on behalf of the United States Marine Corps, has a requirement for 2 different types of commercially available Dive Bags. The first type is a weapons bag standard dive bag (NSN 4220-01-456-2554) and the second type is dive bag for equipment, Alice Pack compatible (NSN 4220-01-456-2555). The dive bags shall keep the users weapons and equipment dry and protected from rain, snow, sea spray and shall be used for underwater infiltration and insertion missions. The dive bags shall be air and watertight. This acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) Part 13.5 -- TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. The Government anticipates that this acquisition will result in a single award of a Firm-Fixed-Price/Requirements Contract, utilizing the best value concept, consisting of a Basic Ordering Period and one Optional Ordering Period, not to exceed 24 months. The Basic Ordering Period will consist of an estimated quantity of 1,750 of each type of dive bag. The First Optional Ordering Period will consist of an estimated quantity of 2,500 of each type of dive bag. This acquisition is a 100 percent small business set-aside. Offerors will be required to submit a Product Demonstration Sample (PDS) of each type of dive bag with their proposal, which will be subjected to in-house testing and will not be returned to the Offeror. Once the initial evaluation is completed and if award is not made without discussions, Offerors determined to be in the competitive range will be issued a purchase order for up to 10 dive bags of each type, which will be subjected to a field evaluation. Upon completion of the field evaluation and discussions, if necessary, contract award will be made to the firm that offers the best overall value to the Government. In accordance with FAR Part 5.102(a)(7) all documents (Solicitation, Amendments, etc.) associated with this acquisition will be released via the AMC Acquisition Center -- Natick On-Line Homepage. No hard copies will be provided. The Request For Proposal (RFP) will be available on or about July 23, 1999 with a closing date of August 20, 1999. Firms will not be reimbursed for any costs associated with proposal preparation or the PDS. The applicable Standard Industrial Classification (SIC) for this acquisition is 2393.
