services, labor, materials, tools, equipment and transportation
necessary to perform all operations for pre and post construction
testing for presence of radon back drafting and the installation of
soil pressurization system to remove radon gas from the basement, first
floor or crawlspace of approximately 20 occupied base housing units
located on Hanscom AFB. The system will include a 4-inch diameter
schedule 40 PVC piping system, which will be installed through the
interior and exhausted above the roofline. The units with crawl space
will have an additional branch of radon pipe installed to pull air from
ground underneath the house addition. The performance period for this
project is 90 days. All contractors must have had EPA RPP radon
mitigation credentials and must currently be certified as a radon
mitigator, by the national radon safety board (NSRB) or the national
environmental health association (HRHA). The magnitude of construction
is between $25,000.00 and$100,000.00. The statement of work, contract
clauses, and Davis Bacon wage rates for this project will only be
available at the following internet address:
http//:www.herbb.hanscom.af.mil. The drawings can be picked up at the
site visit scheduled on or about 5 Aug 1999, or they may be picked up
at the PKO office, Building 1305, 3rd floor, Hanscom AFB, MA. All
interested parties must be registered in the central contractor
registrar (CCR) in order to receive an award. Applications for CCR

available on 2 Aug 99. Quotes will be due by 12:00 noon EST on 13 Aug
99. The government reserves the right to cancel this solicitation,
either before or after receipt of quotes with no obligation to the
offeror. In accordance with AFFARS an ombudsman has been appointed to
hear concerns from offerors or potential offerors during proposal
development phase of this acquisition. The purpose of the ombudsman is
not todiminish the authority of the program director, program manager,
or contracting officer but to communicate the offeror's concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. when requested, the ombudsman will maintain
strict confidentiality as the source of the concerns. The ombudsman
does not participate in the evaluation of proposals or in the selection
process. The ombudsman is Colonel Steven H. Sheldon, Director,

contacted with issues or problems that have previously been brought to
the attention of the program manager and/or contracting officer and
