This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is Request for Proposal N66604-99-R-5822. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. This acquisition is a 100% set-aside for small business. The Standard Industrial Code (SIC) is 7389; the size standard is $5M. The Naval Undersea Warfare Center, Division Newport, Rhode Island (NUWCDIVNPT) intends to acquire cleaning services for the heating, ventilation and air conditioning ducts. The contractor shall perform the mechanical cleaning of non-porous and porous ductwork, fans, coils, pans, diffusers, registers, and HVAC components of HVAC Air Conveyance Systems (ACS) at Buildings 1259, 1258, and 1171 (3-storytower), NUWCDIVNPT. The contractor shall also clean, disinfect and seal porous lined duct. The contractor shall provide all facilities, equipment, materials, and services to perform the requirements of this contract. All work shall comply with the standards of the National Air Duct Cleaners Association (NADCA). The contractor shall dispose of all debris resulting from the cleaning in an approved manner, at an approved disposal site, in accordance with the State of Rhode Island laws and regulations. The contractor shall provide all necessary staging, ladders, mechanical equipment, safety equipment for workers, materials to protect the areas from damage and any items required to accomplish the work. The contractor shall furnish all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to clean existing ACS in these buildings. The cleaning of each building shall be priced separately. A site visit will be held on 29 July 1999 from 10:00 a.m. to 12:00 p.m. Companies will meet at NUWCDIVNPT, Bldg. 80. By 28 July 1999, companies shall fax a list of attendees to 401-832-4519, Attn: Geraldine Shenberger. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition with applicable addenda. The solicitation will close on 06 August 1999 at 2:00 p.m. local time. Offers will be evaluated per FAR Provision 52.212-2, Evaluation -- Commercial Items. Award will be made to the lowest priced, responsible offeror. The offeror shall include a completed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies with applicable addenda. Clause 252.212-7001 of the Defense FAR Supplement (DFARS), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial items (JAN 1997), applies with applicable addenda. The Service Contract Act applies. The Defense Priorities and Allocations System (DPAS) rating is DO-C9.
