participants certified in the U.S. Small Business Administration's
(SBA) 8(a) program. No geographical restrictions apply to this
procurement. Contact the SBA to determine eligibility. Sealed bids will
be accepted from all eligible business concerns for the Colonial
National Historic Park Project PRA-COLO 19A2, in Williamsburg City and
York and James City Counties, Virginia. The project consists of
reconstructing the Jamestown Island loop roads and bridges and the
Newport Avenue ramps; rehabilitating the Yorktown tour roads;
reconstructing the Jamestown Island Entrance Road; cleaning and
painting the Williamsburg Tunnel; reconstructing and placing surface
treatment on 0.5 kilometers of the Colonial Parkway from Yorktown Creek
to VA Route 238; repairing concrete slabs; constructing bridge approach
slabs; and other miscellaneous work. Principal items of work and
approximate quantities are as follows: Roadway excavation, 3,100 m3;
Unclassified borrow, 4,500 m3; Aggregate-topsoil course, 5,300 t; Hot
Asphalt Concrete Pavement, Class C, Grading VA SM-2A, 12,000 t; Single
course asphalt surface treatment, 224,000 m2; Reinforced portland
cement concrete pavement, 175 mm depth, 6,300 m2; Treated structural
timber and lumber, 350 m3; Surface preparation and painting, steel
structure (3 structures), Lump Sum. The project is expected to fall
within the price range of $3,000,000 to $6,000,000. Invitation for Bids

short-term capital and bonding assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates up to $500,000 to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $1,000,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
