education of utility managers and operators of water treatment plants
through on-site, hands-on exercises at treatment plants and
distribution sites. Training, technical assistance, and compliance
monitoring assistance will be the methods used. Examples of strategies
are: Training Area. 1) Certification Training (Water Treatment, Basic
Math, Review Session) 2) Distribution System Training (Flushing,
Pigging, and Operation and Manual (O&M) Procedures) 3) Safe Drinking
Water Act Regulation Training (SDWA) (Sampling Requirements, Sampling
Procedures, Total Coliform Rule, Regulations 4) Treatment Plant
Training (Chemical Dosages, Chilorine and Fluoride, requirements, Basic
Laboratory Testing, Filtration, Turbidity Goals) 5) Technical
Assistance Areas (Certification, Experience and Education Requirements,
Types of Exams) 6)Distribution System (Water Loss-Leak Detection-Line
Tracing-Valve Location, Hydrant Flushing and Flow Rates-%Water
Loss-Metering-Pigging) 7)Safe Drinking Water Regulations (Proper
Sampling (When and How), Assist in Capacity Development, Assist in
Consumer Confident Report (CCR), Bacteriological Sampling and Recheck
Samples, Assist with Sanitary Surveys, 8)Treatment Plant (Feeder
Calibration-Dosages-Breakpoint chlorination, Filter
Inspections-Chlorine and Fluoride Testing Record Keeping is a Key
Objective -- Reporting to EPA has been an important aspect of training
and has more recently become a priority. Presently, many reservation,
with the exception of few, have problems getting reports completed
accurately or filed on a timely basis. This procurement is being issued
from the EPA Region 8 of the US EPA which covers Colorado, Utah,
Wyoming, Montana, North Dakota & South Dakota. Please submit all
