The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS). Division of Special Programs Development and Special Populations plans to award a sole source simplified acquisition to the Dull Knife/Morning Starr Memorial Foundation, Lame Deer, Montana. The contractor shall develop a document describing a strategy for coordinating four Elementary School technical assistance projects. The contractor shall also develop a work plan which describes a proposed strategy for creating linkages between developing technical assistance material and tool kits. The contractor shall report the results of its findings and submit a final report. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. No solicitation will be issued. A determination by the government not to compete this proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
