488-2638 The Centers for Disease Control and Prevention intends to
enter into negotiation for a sole source purchase order under
Simplified Acquisition Procedures with National Opinion Research
Center, Chicago, IL to perform an analysis of GSS data. Title of
project: "Methodological analysis of HIV risk behavior data from the
1988-1998 General Social Survey" Background. Information on the
prevalence and correlates of HIV risk behavior is important for
evaluating the success of prevention programs. Questions on numbers and
genders of sexual partners have been added to a number of national
surveys (1-8). Because these items are sensitive they are subject to
reporting errors of various types and are often asked using
self-administered questionnaires or SAQ's. SAQ's have been found to
yield higher reports of sensitive behaviors (9), but can be affected by
item non-response. A thorough understanding of the extent of
non-response on sensitive sexual behavior items, and its correlates
would be of great benefit in interpreting results from a large number
of surveys. Since 1988, the General Social Survey (GSS) has collected
8 rounds of data on numbers and genders of sex partners of a
nationally-representative sample of U.S. adults. In addition to
providing trend data for these items, the GSS has collected a rich
array of socio-demographic and attitudinal items with which to compare
sexual behavior items of interest. Objective of the PSC. The purpose
of this contract is to perform an analysis of GSS data, in particular
looking at the level of non-response to the AIDS Supplement, and to
individual items within the AIDS Supplement, and at correlates of
Supplement and item non-response. Items to be related to non-response
will include basic socio-demographic items, as well as behavioral risks
(such as alcohol and tobacco use), church attendance, and attitudes
related to sex and political conservatism. Scope of Work. In
performance of this contract, the contractor shall: 1) Prepare an
outline of the proposed final analytic report 2) Prepare a final
analytic report that includes: a) description of the GSS design and
methods b) description of the overall response rate for the GSS c)
analysis of the rate of AIDS Supplement and individual item
non-response. 3) A final report will be submitted in hard copy and
electronic versions. 4) A summary report suitable for publication in a
peer-reviewed journal will be prepared. Period of Performance: July
1-September 30, 1999 Project Officer: To Be Determined. Deliverable: 1.
Outline of project -- August 31, 1999, 2. Final draft of report --
September 30, 1999. The anticipated date of award of this procurement
is August 10, 1999. The standard industrial classification code(SIC) is
8099. Small business size standard: Average annual receipts for each of
the three preceding fiscal years do not exceed $5M. Interested parties
should sumbmit a work and financial plan in sufficient detail to
enable the Government to make a best value detrmination of technical
capability, understanding of the project, and finacial reasonableness.
This is a simplified acquisition with an estimated value of less than
