The Department of Health and Human Services, Substance Abuse and Mental
Health Services Administration (SAMHSA), Center for Substance Abuse
Treatment (CSAT), Office of Policy Coordination and Planning plans to
award a sole source simplified acquisition to Mary Nakashian, Deputy
Commissioner for the Connecticut State Welfare Agency, Family Support
Administration. The contractor, shall gather, evaluate and disseminate
nationwide substance abuse services data. The contractor shall also
screen and assess instruments used by the Temporary Assistance for
Needy Families (TANF) program and produce a new technical assistance
publication. The proposed contract action is for supplies or services
for which the government intends to solicit and negotiate with only one
source under authority of FAR 6.302-1. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. No solicitation will be issued. A determination by the
government not to compete this proposed contract based upon responses
to this notice is solely for the purpose of determining whether to
conduct a competitive procurement. The simplified acquisition
