The National Institute of Standards and Technology (NIST) intends to negotiate with Systems Sciences Innovations, Incorporated, 9642 Eagle Ridge Drive, Bethesda, Maryland 20817 on a sole source basis under the authority of FAR Part 13.106-1(b) for the services of Dr. Tsu-Jye Abraham Nee for the deployment of Phase I of the NIST Algorithm Testing System Version 3.0. This system is the first of its kind online calibration system and has considerable complexity since it is composed of completely custom components. Dr. Nee has intimate knowledge of each system component and unique knowledge of a class of C++ data generation software components designed and partially implemented, but not tested. Dr. Nee has worked with these components and this knowledge is essential in developing tests and software patches for the system. Dr. Nee has intimate hands-on knowledge of the system requirements, design, functionality, implementation, integration issues, and testing issues. The Government anticipates the award of a firm-fixed price purchase order. The period of performance is through September 30, 1999 with one option period of twelve months, which includes potentially three additional tasks. This notice of intent is not a request for competitive proposals. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Numbered Note 1.
