Request for Information Special Operations Tactical Video Systems (SOTVS) The United States Special Operations Command (USSOCOM) has a requirement for a tactical, man-operated, camera and compatible field computing system that will allow Special Operational Forces (SOF) to execute missions in support of national and theater CINC war-fighting requirements. The goal of the SOTVS program is to provide SOF with a family of imaging devices that can be operated in equally diverse and rugged operational environments. Ultimately, the SOTVS program will provide SOF operators with a Mission Kit that includes one of three Imaging Apparatus (IA) (a splashproof still camera, a waterproof still camera or a splashproof video camera) and a Field Computing Device (FCD). The FCD will annotate the digital images (both still and video) and interface with existing secure radios to support transmission to higher command echelons. No communication gear or radios of any kind will be procured as part of this program. Objective of this SOTVS Request for Information (RFI) The goal of this RFI is to explore the technical aspects of the components of this requirement. We are seeking industry input to assist in identifying constraints, opportunities, and meaningful trade space within this requirement. We seek to probe which requirements can be met with commercially available equipment and identify what additional effort would be required to meet other needs that have been identified. The support and assistance of industry is critical to making the SOTVS program a success and identifying signposts for future use. In response to this RFI, we ask that respondents submit written responses. However, you are reminded that the Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. We seek frank information from each respondent on all points including how your unique approach might meet the needs of the program, as you understand it at this point. Although we intend to make use of this information to shape this acquisition, we will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. Nor, will we use any information you provide us to level your approach relative to another competitor. The potential technical requirements for the SOTVS will be identified by component within this RFI. We are using a modular approach at this point to focus the exchange of information and we seek feedback from still camera manufacturers and suppliers, video camera manufacturers and suppliers, and computer manufacturers and suppliers on the various parts of this RFI. However, this approach to this RFI does not alter our plan to ultimately acquire this system as an integrated whole.
