SOLICITATION NOTICE: The contractor will provide an advanced
occupational program to inmates confined at the Federal Correctional
Institution (FCI) located in Fairton, New Jersey. The contractor shall
offer a 2-year Associate of Arts (AA) degree program in Business
Administration and a 1-year certificate program in Aquaculture at a
postsecondary level of study. The program must provide instruction that
enables students to develop employment skills. A minimum of two courses
(3-4 credits each) shall be offered each semester and the total shall
not exceed 24 credits per semester. Each semester's beginning and
ending dates will not necessarily coincide with on-campus semester
schedules. Computer programming courses will not be allowed. Long
distance learning programs, video taped or live, are not permitted,
unless otherwise specified. The contractor must be accredited. On-site
instructors must possess the same academic/teaching credentials as
required for on-campus instructors. The contractor shall provideone
on-site counselor to conduct placement testing, assist inmates with the
application process, formulating course schedules, providing academic
counseling, and delivering library materials. The on-site counselor
shall report to the institution on a weekly basis. The contractor and
contractor's employees shall be required to undergo certain
investigative and security requirements prior to entering the
institution to provide services. The base period of performance would
begin on the date of award through a one-year period. Four additional
one-year option periods may be exercised in accordance with the terms
of the resulting contract. The Standard Industrial Classification Code
for this requirement is 8221 (size standard is $5.0 million). This
solicitation is not set-aside for any socio-economic programs (i.e.,
small business, labor surplus area, etc...). All responsible sources
may submit a quotation. Solicitation packages will be available on or
about August 25, 1999, with quotations being due on or about September
