MARKET SURVEY FOR CAPABILITY TO PERFORM THE COMMERCIAL ACTIVITIES STUDY
OF PUBLIC WORKS AND BASE OPERATIONS AT UNITED STATES ARMY GARRISON FORT
MONMOUTH, NEW JERSEY. Purpose. To perform market research on subject
requirement IAW FAR Part 10. OMB Circular A-76 Cost Comparison Study.
The USA CECOM Acquisition Center at Fort Monmouth, New Jersey is
conducting market research to determine the existence of sources
capable of performing as the prime contractor for base operating
support functions for U.S. Army Garrison Fort Monmouth, New Jersey
under OMB Circular A-76, "Performance of Commercial Activities". A cost
comparison under OMB Circular A-76 will be conducted by the Army to
determine the most cost efective mode of operation, i.e., continued
performance by Government employees or by a contract performed by a
commercial entity. A Government proposal to provide these services is
being developed, and a contract may or may not be awarded as a result
of the study if Government performance is determined to be more
advantageous. Interested offerors will be required to submit a
technical, management and cost proposal with associated documentation,
to include past performance information. Scope of Requirement. This
requirement will cover a wide range of multifunctional requirements to
provide all resources and management necessary for base operating
support to installation customers at the U.S. Army CECOM at Fort
Monmouth, New Jersey, while focusing on quality practices. Cost
comparison study includes the following major functional areas, which
may be subject to change depending on mission requirements: Directorate
of Installation Logistics (DOL) and Directorate of Public Works (DPW).
The mission of the DOL includes performing management functions of the
installation accountable property officer, applying stock control
policies and procedures, receive, inspect, store, safeguard, inventory
and issue supplies; manage and direct all property accountability
operations (less troop units, SATCOM and Housing) at CECOM; perform
item identification, requisition processing, receipt, issue, turn-in,
redistribution and disposal services. The mission of the DPW includes
architect-engineering and engineering and technical services functions
including provision of design and engineering services; supervision,
inspection and administration of projects; installation master
planning, real property and real estate management, and facilities
