Contractor shall provide all equipment, materials, transportation,
labor and incidentals to "Upgrade the Fire Alarm System" at the USCG
Loran Station Shoal Cove, Alaska. LORAN Shoal Cove, Alaska is located
20 miiles southeast of Ketchikan with access by air (helicopter of
float plane) and water (boat). The work consists of the following: A.
Demolish the existing fire alarm system and dispose of all parts not
needed for the upgrade. B. Install a new fire alarm system. The LORAN
Station Shoal Cove consists of a light industrial type facility with a
combination of transmitter and power generating facilities. Supporting
areas include offices, living quarters, and dining facilities. The
facility is approximately 18,500 sq. ft. in size. The estimated cost
range for this project is between $25,000. and $100,000. The work
required by this solicitation is identified as Industry Standard 1731
and the applicable size standard is $7.0 million dollars in annual
receipts for the past three years. Request for Quotation packages must
be received in this office by the close of business 8 August 1999.
This procurement is issued pursuant to the Small Business
CompetitivenessDemonstration Program, Public Law 100-656, as
implemented by the OFPP Policy Directive and Test Plan dated 8/31/89.
This is NOT a small business set-aside. All responsible sources may
submit a quote which shall be considered by thee U. S. Coast Guard. For
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance of transportation-related
contracts. This is applicable to any eligible prime subcontractor at
any tier. The DOT Bonding Assistance Program enables firms to apply for
quote, performance and payment bonds up to $1.0 million per contract.
The DOT provides an 80% guarantee of the quote amount to a surety
againstlosses. Loans are available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
