e-mail address.), D7810@do.usbr.gov. POTENTIAL SOURCES SOUGHT -- The
Bureau of Reclamation, Denver, Colorado, is seeking potential sources
to perform laboratory services for analysis of Reclamation collected
soil samples, water samples, sediments, and related media, as required,
during a three year time period including a base year and two option
years. Award may be made to more than one contractor after a two step
procedure which includes: (1) Contractor Qualification Evaluation
requiring evidence of ability to perform laboratory services based on
several submittals, and ability to meet established time schedules for
test performance and submittal of test results report; and (2)
Contractor Price List(s) for analysis of samples and related media.
Normal turnaround time of 5 to 10 working days is satisfactory for the
majority of the laboratory services work. Also included is the
requirement for Expedited Service of 5 working days or less, and Rush
Service of 2 working days or less. A Courier Service between the
Reclamation laboratory located on the Denver Federal Center and the
contract laboratory facility is required Monday through Friday on a 4
hour basis, with occasional weekend requirements. For remedial
investigation at hazardous waste sites located outside the courier
service area, Reclamation field personnel will package the samples
appropriately for shipment via overnight parcel delivery service. Most
samples received by the contract laboratory will be disposed of as
environmental samples 60 days after receipt of analytical data reports
by Reclamation. The contract laboratory facility shall have an
internal Quality Assurance/Quality Control (QA/QC) Program that
includes adequate levels of quality control overview. The contract
laboratory shall be required to submit a written QA/QC or Quality
Assurance plan that outlines the procedures and operations of the
laboratory facility. The contractor will be required to submit a copy
of Colorado Department of Public Health and Environment (CDPHE) State
Certification, and any additional States certification which has been
obtained and maintained by the laboratory facility for analytical
purposes. The majority of the laboratory procedures requested are based
on the requirements of the standard Environmental Protection Agency
test procedures. The contractor will be required to submit
documentation on the methodology and standard operating procedures for
each type of laboratory analysis to be performed. This is a Sources
Sought Notice only, and not a Request for Proposal. The Government will
not pay for any materials furnished in response to this synopsis and
will not be returned to the sender. Interested sources that can furnish
the services meeting the above specification/requirements, are
encouraged to submit the firm's name, address, telephone number and
e-mail address, along with a list of current certifications, to the
Bureau of Reclamation (reference Solicitation No. 99SP810149), either
by mail, fax, or transmittal to the e-mail address listed below no
later than July 26, 1999. Interested sources should also include the
firm's Dun and Bradstreet number (DUNS) and Tax Identification Number
(TIN). Firms should identify themselves as either small business, or
other than small business, in accordance with the size standard for
Standard Industrial Classification (SIC) Code 8734 which means $5.0
million average annual gross revenue over the past 3 fiscal years for
the company. This notice is for market research purposes only, however,
the information gathered from this notice will be used to determine
which preference program will be used to process the acquisition (e.g.,
8(a) set-aside under the Small Business Administration's 8(a) program,
total small business set-aside, full and open competition). No
preference program determination will be made until the market research
