NASA's Goddard Space Flight Center (GSFC) plans to acquire, on a sole source basis, additional operations and maintenance services of the Interconnect Telecommunications System (ITS), under existing Contract NAS5-96064, with Siemens ROLM Communications, Inc. NAS5-96064 is a fixed price Indefinite Delivery,Indefinite Quantity (IDIQ) contract, and the proposed procurement action will increase the maximum contract value and provide for continued performance through the end of the periods of performance of the current contract. The authority for Other Than Full and Open Competition is 10 U.S.C. 2304 (c) (1), Only One Responsible Source. Siemens ROLM Communications is uniquely qualified to provide the needed on-site operations and maintenance services; rapid, portable switching capability in emergency outage situations, "Autoquote" capability; perform required moves, adds and changes; switch reconfigurations; new system designs, testing, and maintenance of any expansions and inside and outside cable. Siemens ROLM Communications is the sole manufacturer of the CBXII 8000 and 9000 switches and associated peripheral equipment currently in use at GSFC, Greenbelt, MD, Wallops Flight Facility (WFF), Wallops Island, VA, and the White Sands Test Facility, White Sands, NM. The required software updates can only be obtained directly from Siemens ROLM, as they are either restricted or proprietary. Without the necessary software updates, the Interconnect Telecommunications Systems, (ITS) would not be capable of keeping up the system improvements. All responsible sources may respond by submitting a written narrative statement of their technical capability, including detailed technical information and other technical literature demonstrating their ability to meet the above requirement by the response date in this announcement.
