synopsis/solicitation prepared in accordance with the format in the
Federal Acquisition Regulation, supplemented with information included
in this notice. This solicitation incorporates provisions and clauses
at FAR 52.213-4 Terms and Conditions -- Simplified Acquisitions (Other
Than Commercial Items) (FEB 1998), and any others that are applicable
and in effect through the current Federal Acquisition Circular (FAC)
and the Defense Acquisition Circular. It is the contractors
responsibility to be familiar with all applicable clauses and
provisions. No RFQ will be prepared or made available for distribution.
While price will be a significant factor in the evaluation of offers,
award will be based on responsive, responsible, technically acceptable
offers received in response to this CBD advertisement.. Competitive
awards may be based on the evaluation criteria stipulated in the Red,
Yellow, Green (RYG) Contractor Evaluation System. The evaluation
criteria is available upon request. Specifications are as follows: 1)
Digital Electronics Tester, qty 1. . Digital Electronics Tester-
Specifications. The digital electronics tester shall meet the following
minimum specifications: 1. 32 bi-directional VO pins independently
programmable for voltage and timing 2.Expandable to 512 pins; 3.
Programmable voltage on each pin from -1V to 6V with 50mV resolution
and up to 30mA current sinking or sourcing; 4. 32 timing generators
with lOOps resolution on edge placement; 5. Slew rate greater than
1.2V/ns on each pin; 6. Not more than 1ns pin to pin clock skew; 7.
Variable data rate from 50KHz to 50MHz with 50KHz resolution; 8.
Variable clock rate from 50KHz to 200MHz with 50KHz resolutio; 9. 32
bit vector depth of 1 million; 10. Data formats including NRZ, RZ; 11.
Three 1A power supplies with 50mV resolution, one supply with 0V to 6V
range and two supplies with -15V to +15V range; 12. Current measurement
through the power supplies with 1nA resolution; 13. DC parametric
measurement on each pin (not simultaneously) with voltage force and
measure range of -6V to +6V with 10mV resolution and current force and
measure range of -lOOmA to +100mA with 100pA resolution; 14.
Independently programmable loads on output pins up to 5mA; 15. DUT
board for interfacing to packaged parts with up to 128 pins and
preserving the timing specifications in 4, 5, 6, 7, and 8; 16. DUT
interface to probe cards on an Electroglas 2001X wafer prober for
tester rates up to 500KHz ; 17. Tester programming and control through
a windows 98/NT compatible computer with at least a 400MHz Pentium II
or equivalent CPU and performing the following functions: a. control
of an Description of die pass/fail wafer maps, b programmable pattern
generation including branchimg, looping, and subroutine calls and
returns, c. memory test algorithms including checkerboard, walking 0,
walking 1, marching 0, marching 1, compliment, all zeroes, and all
ones, d. VOH/VIL testing, e. DUT continuity and pin leakage testing, f.
power supply current measurement, g. functional testing, h. data delay
time measurements, i. SHMOO plot generation, j. I/O vector timing
graph generation, k. translation of test vectors from CAE platforms18.
Portable -- small enough and light enough for one person to move
tester from one room to another in the same building on the same floor
and small enough and light enough for two people to move tester off
site using a van or pickup truck. Interested parties are invited to
