to procure on a sole source basis for comparative testing of 40mm
pre-fragmented, programmable, high explosive(PP-HE)rounds (5,000/ea)
test rounds plus option quantities (70,000/ea) of production rounds.
The requirement will also include test data and safety-related
documentation for the 40mm PP-HE round of ammunition. The procurement
will be negotiated RFP with Nordic Ammunition Company (NAMMO). The 40mm
PP-HE must comply with U.S. Navy, Weapon System Explosives Safety
Review Board (WSESRB) requirements and the U.S. Navy's Insensitive
Munitions (IM) program. It must function in the Advanced Lightweight
Grenade Launcher (ALGL). The fuse must be programmable for air bursting
from 100 meters to 1800 meters and have the same ballistic
characteristics as NATO standard 40mm rounds. The programmable HE
ammunition will detonate and distribute fragments in a 100 square meter
area to the rear of the point burst. The fragments must penetrate a
1.5mm plate of St37 mild steel, with 95% coverage of 3 meters from the
point of burst, with a fragment density of 4 penetrations per square
meter. Also, the fragments must penetrate 1.5mm of St37 mild steel, at
a distance of 5 meters from the point of burst, with a fragment
density of 1.5 penetrations per square meter with 70% coverage. It is
contemplated that the contract will be issued on a FOB Destination
basis. Deliveries for the basic quantities (5,000/ea) will be 29
January 2001. The options will cover the Government's requirements for
five years from the date of contract award. Numbered Note 22 applies.
Numbered Note 26 applies. The 5,000/ea rounds are being sole sourced
as Foreign Comparative Testing (FCT) rounds in accordance with Defense
Acquisition Regulation supplement (DFARS) 206.302-1(b)). The follow-on
option quantities will be sole-sourced to NAMMO as the Government would
face substantial duplication of costs ($10 million) that is not
expected to be recovered through competition (FAR 6.302-1(a)(ii)(A)).
