a modification to the June 17, 1999 CBDNet Notices (Submission Nos.
344118 and 344207)to extend the closing date for Statements of Interest
to July 30, 1999, and to add the following installations: FORT HOOD,
TX: This Region 1 program involves the Total Energy Management (TEM)
project under consideration by the Army at Fort Hood, Texas. The TEM
can include commodity, utility privatization, and energy savings
performance projects. It is an Army Demonstration that is being
conducted as a joint effort with the DESC and the United States Army.
Companies interested in the utility privatization portion of this

Description of Facilities: The utility systems consist of the following
utility distribution and collection & treatment systems: a. Electrical
Distribution System: -- Electrical Distribution Lines (Overhead):
1,100,000 Linear Feet. -- Electric Distribution (Underground): 330,000
Linear Feet. -- Substations (3 ea.). -- Transformers: Various pole
mounted and pad mounted. -- Exterior Lighting: Street and parking lot.
-- Emergency generators. -- Meters: primary, secondary, and
residential. -- Other associated miscellaneous equipment. b. Natural
Gas Distribution System: -- 1,100,000 Linear Feet of gas distribution
piping. -- Meters: master and individual -- Other associated
miscellaneous equipment. c. Water Distribution System: -- Water
Distribution System: 1,000,000 Linear Feet of water mains. -- Water
Distribution System includes pumping stations; service connections;
service piping; and fire hydrants. -- Water Storage: elevated and
ground. -- Meters: master and individual. -- Other associated
miscellaneous equipment including emergency generator. d. Waste Water
Treatment and Collection Systems: -- Small government-owned treatment
facilities are located at North Fort Hood and Belton Lake Outdoor
Recreation Area. -- Waste Water Collection System (including forced
mains) is 740,000 Linear Feet. -- Waste Water Lift Stations (including
emergency generators). -- Other associated miscellaneous equipment.
FORT MONMOUTH, NV: E, W, WW: a. Electrical Distribution System:
Approximately 16 circuit miles of overhead primary distribution lines,
15.5 circuit miles of underground primary distribution lines, 5
distribution substations. b. Water Distribution System: Approximately
178,760 linear feet of underground potable water distribution lines,
approximately 253 valves, 251 fire hydrants, 1 ground storage resorvoir
tank (500,000 gallon capacity) located in Main Post and not currently
in use, 2 elevated storage tanks (250,000 gallon capacity each)supports
Main Post and Charles Wood utility service areas. c. Waste Water
Collection System: Approximately 121,360 linear feet of underground
wastewater collection lines, and 19 wastewater lift stations. All other
