COMMERCE BUSINESS DAILY ISSUE OF JULY 19,1999 PSA#2390FORMATION OF AN ELECTRICITY GENERATION STAKEHOLDER GROUP The
Environmental Technology Verification Program (ETV), in existence since
1995, is administered by the U.S. Environmental Protection Agency's
Office of Research and Development. It is funded by Congress in
response to the belief that there are many viable environmental
technologies that are under utilized due to the lack of credible
third-party performance testing. Southern Research Institute operates
one of twelve ETV Centers, the Greenhouse Gas (GHG) Technology
Verification Center, in partnership with ETV Program Managers and EPA's
Air Pollution Prevention and Control Division. The GHG Center provides
independent performance verification of GHG-related technologies, and
focuses on technologies which vendors and/or purchasers have
identified are in need of independent and reliable performance
verification. The Center is evaluating the performance of two advanced
electricity generation technologies that may be capable of profitably
reducing greenhouse gas emissions. To support these and future
activities in the electricity generation area, a volunteer Stakeholder
Group is being formed by the Center. The Group will advise and guide
the Center's efforts to verify the performance of technologies in four
areas: (1) distributive power generation (e.g., microturbines, fuel
cells, sterling engines, IC engines); (2) SF6 monitoring and reduction
systems for electrical switch gear at substations; (3) waste to energy
conversion technologies; and (4) low cost greenhouse gas monitoring
technologies. The Stakeholder Group will help the Center identify
technologies that are most appropriate for testing, assist in
disseminating verification results, provide host sites for field
verifications, support outreach and coordination efforts, and
participate in the specification of verification strategies. The Center
currently interacts with two stakeholder groups, the Executive
Stakeholder Group and the Oil and Gas Industries Stakeholder Group.
These groups consist of national and international experts in the areas
of climate change science, policy, technology, and regulation. They
also include leading industry trade organizations, environmental
technology finance groups, technology purchasers, technology vendors,
international organizations, governmental outreach programs, and other
interested groups. Individuals, private firms, and other organizations
interested in joining the Center's Electricity Generation Stakeholder
Group, and actively participating in planning and other functions shuld
submit a request to Linda Rothschild at the Center no later than August

Triangle Park, NC 27709. Stakeholders will participate, at their own
expense, in one or two 1-day meetings each year, and may participate in
individual verification tests as appropriate. Responses to this notice
should include: (1) the respondent's reasons for wanting to become a
stakeholder; (2) a description of the respondent's organization; and
(3) full contact information (mailing address, voice phone number, fax
phone number, email address, and company web site address). For
practical reasons, the Electricity Generation Stakeholder Group will be
limited to 25 to 45 individuals. The Center will select 25 to 45
individuals that ensure the Stakeholder Group possesses a balance of
all groups that have a stake in the four technology areas identified
