COMMERCE BUSINESS DAILY ISSUE OF JULY 19,1999 PSA#2390U -- SOLE SOURCE -- FOOTBALL CAMPS The 12th Contracting Squadron at
Randolph AFB, TX intends to award a Purchase Order to the National
Football League on a SOLE SOURCE BASIS (due to proprietary information,
which is protected by copyright laws), pursuant to FAR 13.5, for
conducting up to 18 NFL Flag Football camps at various Air Force bases
throughout the Continental United States and in overseas locations.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP) and Other Than Full and Open Competition in accordance
with (10 U.S.C. 2304 (c) (1)) (SOLE SOURCE) FAR 6.302-1(a)(2)(i). This
is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented, with
additional information included in this notice. 1. SPECIFICATION OF
SERVICE (SOS) A. Implement up to eighteen (18) _NFL Flag_ programs, or
a similar youth flag football program, at various Air Forces bases
throughout the continental United States and in overseas locations for
youths 6-14 yearsof age from contract award through 1 September 2000.
Contractor will be paid based on actual number of programs
implemented. B. Contractor must develop, design, print, and provide
handbooks that provides coaches with specific rules and strategies
concerning the flag football program that will assist them when
coaching their players. One thousand (1,000) copies of the publication
will be produced and distributed equally among the 18 bases.
Contractor will develop logo for program. C. Contractor will provide a
minimum of ten (10) posters to each base to help promote the program.
D. Each base will receive equipment to support 75 players (jerseys,
certificates and lanyards) and enough footballs and flag belts for
eight (8) teams. E. Contractor will conduct two (2) youth camps daily,
one for young players 6-9 years of age and the other for older
players, 10-13 year olds. Each camp will be two hours in length.
Contractor will provide enough coaches to maintain a minimum ratio of
one instructor for every ten participants, not to exceed five (5)
coaches or fifty (50) participants at each camp. Contractor will also
train league administrators and volunteer coaches about the specific
requirements involved in the program, including information on how to
implement and conduct the program. The government will provide a
suitable meeting area for all attendees for this meeting. F. Contractor
will bring all supplies and equipment necessary to conduct the training
and program implementation process. Contractor is also responsible for
mailing any and all materials to participating bases. G. The
government will be responsible for recruiting volunteers to participate
in the training as coaches and league administrators. H. HQ AFSVA/SVPAC
will issue Individual Travel Orders (ITOs) to each individual
instructor employed by the contractor. Effective 1 October 1999, ITOs
will no longer be authorized and this requirement will be modified to
reflect new procedures concerning travel by contractor and contractor
employees. 2. PROFESSIONAL REQUIREMENTS OF CONTRACTOR: A. Has conducted
or supervised a flag football program/league for at least 2 years. B.
Has previous experience working within the constraints of a military
setting. C. Has ability to communicate effectively with military
personnel and parents and youths. 3. PROCESS AND PROCEDURES FOR
PERFORMING DUTIES: A. Coordinate logistical requirements with host site
project officers once HQ AFSVA/SVPAC, San Antonio Texas, has determined
the schedule. This includes time of camp each day, location of camp,
etc. B. Travel itineraries will be coordinated through HQ AFSVA/SVPAC.
Airfare or ground travel (using a personal vehicle) to and from the
host site, whichever is more advantageous to the government, will be
paid by HQ AFSVA/SVPAC. HQ AFSVA/SVPAC will purchase any airline
tickets using the best early-purchase commercial fares and provide them
to the contractor. All other expenses will be the responsibility of the
contractor (i.e. hotel accommodations, rental car, meals). This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation document, incorporated provisions, and clauses are those
in effect through Federal Acquisition Circular 97-12. The contractor
shall furnish all labor, personnel, equipment, supervision and other
equipment necessary to perform and complete the requirement: Place of
performance is as indicated below. The contractor shall invoice and
receive payments for actual camps performed. The invoices shall be sent
to: HQ AFSVA/SVPAC, 10100 Reunion Place, Suite 402, San Antonio, TX
78216-4138. Payment of invoices will be made by 11 WG/FMFA-P, 1430 Air
Force Pentagon, Washington, DC 20330-1430. The estimated completion
date of all requirements listed is 1 September 2000. The following FAR

AND PAST PERFORMANCE, AS FOLLOWS: 1) A DECISION ON THE TECHNICAL
ACCEPTABILITY SHALL BE MADE. ONLY THOSE OFFERORS DETERMINED TO BE
TECHNICALLY ACCEPTABLE WILL BE CONSIDERED FOR AWARD. 2) ALL TECHNICALLY
ACCEPTABLE OFFERORS WILL THEN BE RANKED BY EVALUATED PRICE. 3) FINALLY
ALL TECHNICALLY ACCEPTABLE OFFERORS WILL RECEIVE A PAST PERFORMANCE
RISK ASSESSMENT RATING OF EXCEPTIONAL, VERY GOOD, SATISFACTORY,
NEUTRAL, MARGINAL OR UNSATISFACTORY. 4) IF THE LOWEST PRICED
TECHNICALLY ACCEPTABLE OFFER HAS RECEIVED AN EXCEPTIONAL PERFORMANCE
RISK RATING, THAT OFFER REPRESENTS THE BEST VALUE FOR THE GOVERNMENT.
AWARD SHALL BE MADE TO THAT OFFEROR WITHOUT FURTHER CONSIDERATION OF
ANY OTHER OFFERS. THE FOLLOWING FACTORS WILL BE USED TO EVALUATE
QUOTES: (1) PRICE (2) ABILITY TO PERFORM AND (3) PAST PERFORMANCE. THE
GOVERNMENT RESERVES THE RIGHT TO AWARD A PURCHASE ORDER TO OTHER THAN
THE LOWEST PRICED OFFER IF THAT OFFEROR IS JUDGED TO HAVE A
PERFORMANCE RISK RATING OF _VERY GOOD_ OR LOWER. IN THAT EVENT, THE
CONTRACTING OFFICER SHALL MAKE AN INTEGRATED ASSESSMENT BEST VALUE
AWARD DECISION. ALL RESPONSES RECEIVED BY THE DUE DATE WILL BE
CONSIDERED BY THE GOVERNMENT. Offers are due at the 12th Contracting
