R -- CONTRACT WITH A U.S. CITIZEN FOR PERSONAL SERVICES ABROAD -- REPORTS AND END USE MONITOR ADVISOR SOL na DUE 090199 POC Linda Gower (202) 776-8774, fax (202) 776-8775, E-Mail Gowerlg@state.gov The Department of State, Bureau for International Narcotics and Law Enforcement Affairs has a requirement for an individual to provide report writing and end use monitoring services at the American Embassy, Narcotics Affairs Section, in Bogota, Colombia. The purpose of this personal services contract position is to provide administrative support for the multi-million dollar USG-Colombian National Police bilateral support project through end-use monitoring, spearheading a three-person end use monitoring unit. Until the NAS Junior Officer position is filled, the contractor will perform spot reporting on crucial, fast-breaking policy level events, compile statistical and other program information, and use that info to draft periodic and monthly reports. The Contractor shall also perform human rights monitoring and is responsible for alterative development coordination with other agencies. The contract is for one year with the option to extend the term not to exceed five years. The grade level range is equivalent to an FP-4 through FP-3. Minimum qualifications include: (a) U.S. Citizenship, capable of receiving a secret security clearance; (b) ability to communicate in Spanish at the S-3/R-3 level; (c) college degree, with at least two years of public sector management, finance and accounting experience; (d) previous work experience in Latin American on USG narcotics programs, including commodity accounting, inventories, and inventory computer programs is desirable.
