R -- LEGAL SERVICES IN SPECIAL EDUCATION LITIGATION SOL DCFRA#99-R-022 DUE 072699 POC John Piunno 202 727-0252 The District of Columbia Financial Responsibility and Management Assistance Authority ("Authority"), on behalf of District of Columbia Public Schools ("DCPS") Division of Special Education is seeking the submission of proposals from qualified law firms ("Offerors") to provide legal services to DCPS in special education litigation. DCPS requires legal services to remove the current backlog of approximately 1,000 due process hearing cases in order to comply with the 45-day rule for new cases. In light of the Federal law requirements, and the very real threat of future judicially imposed sancations as a result of non-compliance, as well as the potential loss of Federal funding for special education, the Authority is acting expeditiously to procure the necessary legal services. The Authority anticipates multiple contract awards resulting from this solicitation. The Authority proposes to enter into fixed labor hour contracts with not-to-exceed ceiling amounts for the legal services.
