Office of Developmental Disabilities, a component of the Department of
Health and Human Services' Administration for Children and Families,
is soliciting proposals for the provision of technical assistance to
State family support grantees who will enhance Family Support systems
change activities to develop and implement, or expand and enhance, a
family-centered, comprehensive, statewide system of support for
families of children with disabilities. The contractor will be required
to: 1) develop comparative data for use in family support programs
policies, practices and procedures, and organizational structures, that
facilitate and overcome barriers to funding; 2)develop and implement
effective opportunities to communicate and coordinate with other State
Administrators, local family support and advocacy organizations; 3)
develop training and technical assistance (T/TA) resources for states
in need of family support, including demographic information; 4)
develop a maintenance procedure of performance standards for use by
States in evaluating statewide system change and evaluating States in
the delivery of effective approaches to strategic plan development,
interagency coordination, training, outreach to underserved groups, and
public awareness activities; 5)develop and implement on-site technical
assistance to promote training activities that are family centered and
family directed to increase participation, choice, and control in the
provision of family support for families of children with disabilities;
6)develop a minimum of four (4) technical assistance (TA) forums with
family members, service providers, community members, professionals,
members of the Policy Council, state agency staff, students and others
to discuss common family support issues; and 7) develop and jointly
co-host with States pre and post conferences and workshops on topical
areas including family centered and family directed, culturally
competent, community-centered, comprehensive statewide system of family
support for families of children with disabilities. The period of
performance will be for a base period of 12 months with two (2) 12
month option year periods. This a Full and Open Competitive
