H -- CONDUCT FIELD AND LABORATORY TEMPEST TESTS AND INSPECTIONS SOL S-LMAQM-99-R-0050 DUE 100799 POC Benita Williams, Contracting Officer, (703) 875-5429, Vince Chaverini, Jr., Contract Specialist, (703) 875-6849 The U.S. Department of State (DOS), Bureau of Diplomatic Security (DS), Countermeasures Program, requires a contractor to provide engineering support for the DOS/DS TEMPEST program. The contractor will be required to provide qualified personnel to travel to United States Diplomatic posts worldwide to perform TEMPEST evaluations on an array of computer systems and automated information processing systems. The contractor personnel are required to have a Top-Secret clearance. Travel consists of three to four week trips during which the team will visit two to three posts. At times there will be extended trips to those posts that have a large amount of processing equipment. Contractor personnel will consist of the following types: Project Administrator; RF and Acoustic Engineer; Administrative Assistant; TEMPEST Engineers; and TEMPEST Technicians. In addition, ad-hoc personnel will include additional TEMPEST Engineers and Technicians on an as required basis. DOS will provide the contractor with equipment necessary to perform the TEMPEST evaluations. The solicitation shall be classified SECRET and shall be issued to firms that currently possess Defense Security Service Secret facility security clearances and Secret safeguarding capability in accordance with the National Industrial Security Program Operating Manual, DOD 5220.22-M. Contract type at award is expected to be an Indefinite Quantity/Indefinite Delivery Task Order contract. Anticipated beginning date of contract is December 1, 1999, for a one-year base period with four additional one-year periods at the option of the Government.
