Coast Guard Deepwater Capability Replacement Analysis Project has a
need for an Integrated Data Environment (IDE). This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitues the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
DTCG23-99-R-ADW393, and is issued as a request for proposals. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-10. The following
contract line item numbers (CLINs) apply: 0001 The Deepwater IDE
System; 0002 Training; 0003 Maintenance; and 0004 Travel (to be paid on
a cost-reimburseable basis). The system shall be delivered no later
than 90 days after contract award. The following FAR provisions apply
to this acquisition: 52.212-1; 52.212-4; 52.212-5; 52.203-6, Alt.I;
52.219-4; 52.219-8; 52.219-9; 52.219-23 (10%); 52.222-21; 52.222-26;
52.222-35; 52.222-36; 52.222-37; 52.225-3; 52.225-9; and 52.239-1. The
FAR provision 52.212-2 Evaluation Commercial Items, also applies to
this acquisition. The system will be evaluated on the following
criteria, in descending order of importance: (1) Meeting stated
technical requirements; (2) Cost; (3) Ease of use; and (4)
Supportability and Maintainability. The Deepwater IDE would be
initially configured to accommodate up to 15 users and be capable of
expansion to an indefinite number of users. Initial system training
would be required for 15 users when the system is implemented. The
contractor shall provide training and documentation on use of the
system such that those trained can train other personnel on use of the
system. The system shall be a Commercial-Off-The-Shelf (COTS) item,
with minimal customization needed. The system shall be portable,
expandable and upgradeable. The system shall provide user document
management, lifecyclemanagement, and system administration. The system
shall also provide hypertext mark-up language (HTML) features, and an
information architecture that supports the World Wide Web (WWW) model
of distribution across autonomous systems. The system shall provide
information management functionality that is recognizable to the user
as simple everyday Web mechanisms, such that it provides access to Java
applets, search engines, URLs, e-mail integration, upload/download
services, integration with plug-in and helper applications, and the
ability to hyperlink and navigate information across all user
databases. The system shall be web-centric and support multiple
simultaneous users located in widely separated geographic regions.
Using web technologies, the system shall provide the ability to use
disparate applications typically used by Government engineering,
planning, acquisition and logistics personnel, as well as contractor
personnel, such that they can work together as one composite
application. Examples of disparate applications include all Microsoft
Windows NT applications; Microsoft Office applications, including
database applications such as Access; and Oracle applications from
version 7 upward. The system shall provide a web-based integrated
enterprise-wide solution for data visualization, data acquisition, data
management, and a robust mechanism for enabling enterprise-wide design
collaboration. The system shall provide data acquisition capabilities
that "web-enable" legacy and incumbent information for use during the
product and process lifecycle. The system shall provide a framework
that supports the concept of autonomous system installations that can
be coupled together, though their implementations may differ
significantly. Information Retrieval capabilities: (1) Such that the
user may query an external information repository, find and select the
desired information, and create a proxy object that references the
external information; (2) Provide robust database-like features to
document authors along with desktop publishing capabilities; (3)
Provide a combination of gateway, data acquisition and visualization
capabilities that allow system users to access external data sources,
include external data in the product processes and make the data
available to the entire enterprise for visualization and mark-up; and
(4) Provide document management capabilities such that managing the
creation, storage, and maintenance of user information shall be as easy
as selecting a hyperlink. The system shall provide information control
in a password protected, secure product development environment
accessible via the Internet only by authorized users. This shall allow
for use of various security levels. This control capability shall
define, implement, and manage flexible access control policies,
ensuring that only the appropriate users and groups have access to
objects within a domain. The system shall provide User/Group Definition
that specifies all attributes for a user account, including default
language preference, or to take advantage of existing data. The system
shall provide domain definition that helps the user logically organize
any information, and indexing policies to ensure that information may
be easily identified via common search techniques. The system shall
provide information sharing that includes an e-mail distribution and
tracking system that threads, sorts on subject, and makes the
information available to those who need it. The system shall provide
multi-file documents that allow for a single document to consist of
several files including external files linked by a URL reference, and
the ability for simultaneous usage of the same document. The system
shall provide a data vault with: (1) Visibility to information made
available to the users through a web browser; (2) Information archiving
capabilities such that people joining the project, auditors, and future
users can get the complete history at one place, and retain an
historical file of all reviewer comments; (3) Check in/check out
functions that provide the means by which documents are submitted to
and obtained from the vault; (4) Version control and history
functionality that provides the capability to keep track of changes and
review historical data; (5) Full text retrieval, supported by a search
engine, providing fast identification and access to internal and
external product data regardless of the document format; (6) Capability
to track and permanently record all changes to the master document; and
(7) Event-based notification that ensures the timely delivery of
important information about an object to the appropriate users as the
object transitions through its lifecycle states. The system shall be
compatible with the current USCG SWIII computer system (MicroSoft
Windows NT Version 4.0 OS) and possible future upgrades. Funds are not
currently available for this acquisition. The Government's obligation
under this solicitation is contingent upon the availability of
appropriated funds from which payment for contract purposes can be
made. No legal liability on the part of the Government for any payment
may arise until funds are made available to the Contracting Officer
for this acquisition and until offerors receive notice of such
availability, to be confirmed in writing by the Contracting Officer.

provision 52.212-3 Offeror Representations and Certifications
