Standards and Technology (NIST) has a requirement for an Ordela Model
2320N Neutron Position-Sensitive Proportional Counters (PSPC) and a
Data Acquisition System (DAS) for Ordela Model 2320N PSPC. The PSPC is
required to meet the following requirements. Performance
Specifications: (1) Active Area: 32 cm x 32 cm, (2) Spatial Resolution:
1.0 cm x 1.0 cm, full-width at half-maximum (FWHM), (3) Picture
Elements (pixels): 32 x 32 (1024 total), (4) Counting Gas: helium-3,
(5) Stopping Gas: carbon tetrafluoride, CF4, (6) Detection Efficiency:
85% for 5 neutrons, 65% for 3, 50% for 2, (7) Count Rate Capability:
105 neutrons per second (104 neutrons per pixel per second) for 10%
coincidence losses, (8) Gas Multiplication Factor: < 50, (9) Spatial
Uniformity: 2% integral, 10% differential, (10) Linearity: 1 mm
integral, 0.5 mm differential and (11) Bias Voltage: < 3500 V.
Physical Specifications. (1) Body and Window: Aluminum, (2) Overall
Dimensions: < 65 cm diameter, < 30 cm high and (3) Window
Thickness: < 1 cm. The DAS shall meet the following Physical
Requirements: (1) DAS must provide programmed control of all essential
PSPC operations such as acquire, stop clear, time slicing, data
storage, and display. (2) All PSPC electronic tuning parameters (e.g.
amplifier gains and discriminator levels) must be remotely adjustable
from the DAS. (3) DAS must digitize and store event locations and time
stamp each event relative to an externally provided trigger signal
with time resolution of < 500 ns. (4) DAS must have 1K memory bins
-- one for each pixel- that can be polled and cleared without
interruption of the counting process (i.e. memory must be dual ported).
(5) DAS must include an Ethernet interface for data transfer to a
remote computer system. Other Requirements: (1) PSCP must operate in a
vacuum environment. (2) All PSPC electronic circuits must be contained
in a sealed enclosure located on the PSPC back plane. This enclosure
must contain at least two ports for venting to atmosphere to allow
operation of the electronics in air. (3) PSPC must be supplied with an
operations manual and documentation of test results that verify the
above performance specifications. Delivery is required within 12 months
ARO. The Government anticipates the award of a fixed price contract.
The proposed requirement is for equipment for which the Government
intends to solicit and negotiate with only one source under authority
of FAR 6.301-1. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive quotation. However,
the government will consider all proposals received within fifteen (15)
days after date of publication of this synopsis. A determination by the
Government not to compete this proposed requirement based upon
responses to this notice is solely within the discretion of the
government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. A Request for Quotation (RFQ) package is not available.-It
is the Government's intent to negotiate with Ordela, Inc., 1009 Alvin
Weinberg Drive, Oak Ridge, TN 37830, the only responsible source that
