This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR SUBPART 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only soliciation; quotations are being requested and
a written solicitation will not be issued. Therefore, this synopsis
shall serve as a request for quotations, numbered F41621-99-T-0223,
30-day immersion training in San Jose, Costa Rica for nine (9) military
personnel. Contractor to provide travel from student's assigned base to
the class location and return student to assigned base. Student
listing: 1 student assigned to Langley AFB VA, 1 student assigned to
Davis Monthan AFB AZ, 1 student assigned to Ft George Meade MD, 1
student assigned to Ft Bragg NC, 2 students assigned to Offutt AFB NE,
and 3 students assigned to Kelly AFB TX. All students shall attend the
same events/classes. Provide lodging with private room and indoor
toilet, 3 meals provided daily (at least 1800 calories a day).
Instructor ratio no more than 1 to 6 students. Plan of Instruction must
be approved by HQ AIA/DPTF. Training materials must focus on listening,
speaking, reading, and writing at the 2+/3 level as measured by the
Defense Language Proficiency Test; use mainly native texts. Provide at
least 40 hours of classroom instruction and 40 hours of cultural
events required. Cultural events must include at least two visits to
separate national art, history, or cultural museums; one visit to a
cultural event (opera, ballet, circus, etc.); one visit to a religious
facility; visit at least one other city; overnight stay at Monteverde
Cloud Forest; visit Irazu Volcano; visit at least one sugar cane or
coffee planation; visit one buterfly farm; subject matter expert to
accompany student on events. Transportation shall be provided to and
from each event and any admission fees must be paid by the contractor.
Assistance shall be given with visa and country clearance procedures.
Provide evacuation plan and if needed medical/dental assistance for
students. Travel will begin sometime in the month of August. Exact day
and time to be scheduled with Mrs. Christine Trolley at (210)
977-2807. This synopsis incorporates provisions/clauses which are in
effect through the Federal Acquisition Circular 97-13. The Standard
Industrial Classifiction (SIC) for this acquistion is 8299. THIS IS
SET-ASIDE FOR SMALL BUSINESS. The small business size standard is $5
million dollars. The following provisions/clauses apply to this
acquistion: FAR 52.212-1, Instruction to Offerors -- Commercial Items;
FAR 52.212-3, Offeror Representations and Certifications -- Commerical
Items; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items;
FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items; DFAR 252.204-7004,
Required Central Contractor Registration. offeror shall include a
complete copy of the provision at FAR 52.212-3, Offeror Representations
