The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to procure on a Sole Source basis, a comprehensive reference laboratory testing service for the Naval Ambulatory Care Center, Newport, RI. The solicitation will contain one-year options for up to 48 months thereafter. Under the authority of FAR 6.302, the Government intends to solicit and negotiate with Smith-Kline Beecham Clinical Labs, Inc. Waltham, MA.Smith-Kline is the only firm that can ensure compatibility with the patient information retrieval system and any conversion changes to the system will effect patient history information adversely. A firm fixed price contract will result from the solicitation. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this notice will be considered by the Government. A determination by the Government not to open this requirement to competition based upon responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
