National Institute of Standards & Technology (NIST) proposes to
negotiate on a sole source basis contract under the authority of 41
U.S.C. 253(c)(1) with Aurora Instruments, for a fusion splicer with the
following critical specifications: 1) The splicer must perform both the
PAS (Profile Alignment System) and LID (Light Injection Detection)
methods of fiber alignment. 2) Automatic alignment and fusion arc
splicing of both single-mode and multi-mode fibers. 3) Splice loss of
0.016 dB or less. 4) Built-in heater; built-in video viewing system
that gives two simultaneous views (both x and y). 5) Accurate estimate
of splice loss. 6) Computer interface port (such as RS 232) for
downloading splice data. 7) Inspect fiber end angle and detect defects.
This procurement is being conducted per FAR Part 13, Simplified
Acquisition Procedures. This synopsis is issued for information only.
No competitive solicitation is planned. No award will be made on the
basis of requests in response to this notice. Information submitted in
response to this notice will be used solely to determine whether or
not use of competitive procedures to fulfill this requirement would be
in the Government's best interest and must address qualifications
