neither a solicitation nor award. It is a request for information
(RFI). The Defense Supply Center Richmond (DSCR), located in Richmond
Virginia is conducting RFI to establish potential sources of supply for
battery shop maintenance in Europe. The general performance work
statement PWS is as follows: 1.1 Scope of Work: The contractor shall
provide all plant, tools, supervision, labor, supplies, materials,
replacement parts, transportation, and equipment necessary to perform
the following work: 1.1.1 The contractor shall perform battery
maintenance to include filling, charging and preparing for issue,
testing to determine condition of unserviceable batteries, and
recharging of and returning to a serviceable condition all batteries
that pass test requirements. The batteries consist of lead acid
batteries used in combat and tactical vehicles and absorbed glass mat
and gel batteries used in support equipment and other automotive type
lead acid batteries as required by base requirements. 1.2. Contractor
Personnel: The contractor shall provide an adequate number of skilled
trade and professional personnel to perform all work in accordance with
this PWS and the terms and conditions of this contract. 1.2.1 Project
Manager: The contractor shall provide an English speaking and writing
Project Manager who shall be available for communications with the
Contracting Officer during normal duty hours. The individual shall be
responsible for the overall coordination of the contract and shall act
as the central point of contact with the Government. This is not the

The RFI discusses DLA background information wherein DLA is a
logistics combat support agency whose primary role is to provide
supplies and services to America's military forces worldwide. DLA's
mission includes managing over four millionconsumable items, processing
more than 30 million annual distribution actions and administering over
$900 billion of DoD and other agency contracts. The Defense Logistics
Support Command (DLSC), DLA Supply-Chain manager, is responsible for
several supply and services centers and a distribution center. DLSC
procures, manages, stores, and distributes over four million items for
all U.S. military cutomers, other federal agencies, and allied forces
