potential offerors that the Global Air Traffic Operations/Mobility
Command and Control Systems Program Office, Electronic Systems Center,
Hanscom AFB, Massachusetts anticipates release of Request for Proposal
F19628-99-R-0009 for the acquisition of Multi-Mode Receivers (MMR) and
High Frequency Data Radios (HFDR) and associated services, on or about
13 Jul 99. This acquisition provides for the purchase of MMR and HFDR
system components, related support functions, and integration support
for individual aircraft platforms on an Indefinite Delivery, Indefinite
Quantity (ID/IQ) basis. The MMR's purpose is to provide multi-function
navigation and landing capabilities for aircraft. The HFDL's purpose
is to provide a high-frequency data communications system designed to
support Air Traffic Control applications during long-distance flights
over oceans or regions where there is inadequate VHF or satellite
coverage. The solicitation will be made available on the Internet at
the Hanscom Electronic RFP Bulletin Board (HERBB) Website:
http://www.herbb.hanscom.af.mil/rfp.asp and by selecting the link "GATM
III (MMR/Upgrade Kits and HFDR/Upgrade Kits)". Firms may request a
paper copy of the solicitation by contacting 1Lt Kevin Hobbs at (781)
377-9301. Firms responding to this request shall indicate if they
qualify as a small, small-disadvantaged or women-owned business. In
addition, this acquisition will follow the procedures in FAR Part 12
and associated suppl ements and utilize full and open competitive
procedures. A Draft RFP was placed on the above mentioned HERBB Website
on 23 Apr 99. Comments by the Government to Industry questions of the
DRFP are also posted to this site. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director, program
manager, or contracting officer but to communicate the offeror's
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as the source of the concerns. The Ombudsman
does not participate in the evaluation of proposals or in the selection
process. The Ombudsman is Colonel Steven H. Sheldon, Director,
Commander's Staff, ESC/CO (781) 377-5106. The Ombudsman should only be
contacted with issues or problems that have previously been brought to
the attention of the program manager and/or contracting officer and
could not be satisfactorily resolved at that level. Furthermore,
offerors are reminded and cautioned that only Contracting Officers are

proposal remain effective for 180 days following receipt by the
