conducting a market investigation to identify sources that are capable
in providing commercially available, off the shelf Ski-March Boots for
use in extreme cold weather environments. These boots must allow the
Marine to ski and march in all environmental conditions to 25 degrees
below zero (F) in snow, sleet, freezing rain, or hail during daytime or
nighttime operations. The boots must be flexible enough to climb steep
inclines, ski down the same inclines, and provide suitable traction
for all terrain possibilities (to include snow, slush, ice, dirt,
gravel, and faces of rock typically found in mountainous terrain). The
boots must be compatible with NATO bindings, other binding types will
not be considered. The boots must have a removable lining system or
have another mechanism in place to allow the reissuance of boots to
different Marines. Hygienic concerns must be addressed. Boots must not
conform permanently to the individual Marines foot following extended
use, asthis makes the boots unable to be reissued. Boots must be
constructed of lightweight material, preferably leather, synthetic, or
a combination of materials which is flexible, comfortable, and keeps
the feet dry and warm in the above mentioned environmental conditions.
The boot must be easily donned and doffed, without excessive straps,
laces, or buckles. The boots will not have a hard plastic shell as used
by many high-level telemark skiers. No boots of this type will be
considered. Minor modifications to currently available, off the shelf
items will be considered, with the exception of the hard shell plastic
telemark boots. Boots in the final stages of development which will
transition to commercial items in the near future will also be
considered. Boot samples are requested, although not required. Current
product literature, price lists, specifications, test reports, and
information on materials and components are requested. No information
regarding one manufacturers boots will be disseminated outside of the
Government. Any information that is submitted by a firm will not be
returned and the Government will make no payment for samples and/or
data. THIS IS NOT A REQUEST FOR PROPOSAL. No solicitation document is
available at this time. The information received under this market
investigation may be used to formulate an acquisition strategy. Please
