National Institutes of Health, Acquisition Branch C has a requirement
to upgrade the incinerator at their Rocky Mountain Lab site. The
required work will be performed at the NIH-NIAID Rocky Mountain
Laboratories, 903 South Fourth Street, Hamilton, Montana 59840. This is
a furnish and install project. The work includes field piping and
wiring to the equipment from specified utility termination points (gas,
water, electric, etc.) in the incinerator building. Include all labor,
materials, equipment, tools and management services for modification
and retrofit of one (1) Consumat Systems, Inc. Incinerator No.1 Model
CS-225P (small) downrated to 300 lbs/hr of medical waste and one (1)
Consumat Systems Inc. Incinerator No. 2 Model CS-325PE (large)
downrated to 500lbs/hr of medical waste. The contract will include the
demolition and/or removal and the fabrication and/or furnishing and
installation of a wet scrubber system with fan, a chemical deed system
and sub-cooling system, a cooling tower, a high temperature refractory
lined breaching, a FRP scrubber stack, isolation dampers, stack caps,
a continuous emissions monitoring system, a data acquisition system,
controls, instrumentation and scale. The period of performance is
anticipated to be 210 calendar days from the issuance of the Notice to
Proceed. The estimated cost range for this project is between $500,000
and $1,000,000. Full and open competition is solicited. Specifications
and drawings will be available on or about July 30, 1999, from the Bid
Custodian, Building 13, Room G-800, 9000 Rockville Pike, Bethesda,
Maryland 20892, at a non-refundable cost of $40.00 per set. (Only money
orders, certified checks, and cashier's checks are acceptable. The
required form of payment shall be made payable to the National
Institutes of Health. Personal or company checks will not be accepted.)
Request for IFB must be on company letterhead citing IFB No.
263-99-B(M6)-0134 and indicating the address to which all agenda and
communications should be transmitted. Telephone requests will not be
accepted. The pre-bid conference, if necessary, and the bid opening
will be scheduled per the solicitation documents. Be prepared to state
the IFB number when calling. Bidders must have installed at least one
incinerator scrubber and one incinerator monitoring and controls
system within the last five years. All responsible sources may submit
