Band 2 Semi Omni Antennas for the SLQ-32 Program. Fabrication shall be
Raytheon PN 845676-1 or M/A Com PN 3446-8000 Brand name or equal, in
accordance with Raytheon Drawing #845676-1 REV AG with REV AH CEO. All
part numbers are in accordance with National Stock Number
5985-01-151-0029. Interpret drawing per DOD-D-1000; Front surface skin
to be quartz glass/epoxy single layer laminate per G277028, Sidewall,
flange and inner surface multilayer skin to be fiberglass epoxy
laminate with 35-55% resin content per MIL-P-2541, glass cloth per
MIL-C-9084, Weave Optical, Dielectric filler may be used in sidewalls,
flange and where shown, Lamination of polarizer shell including
sidewalls, flange, grid sheets (FN 6,7 and 8) and core material (-11
and 12) shall be per G27619; there shall be no sharp edges or corners;
mask interior surfaces and flange mounting surfaces and paint exterior
surfaces only. Apply primer MIL-P-85582 Type 1 Class N or MIL-P-23377,
Type 1, Color 16473,top coat .001-.002 thick. Apply primer and paint
per process specification G636625; acceptance inspection criteria shall
be based on the following: measurement of at least of all the noted
dimensions; use of fixture G276969-1. Fixture shall be placed along
radome flange a minimum of 5.30 inside of flange edge (both ends) as
shown in section A-A and also be placed at approximate center of
radome. Radome interior contour is acceptable if fixture does not touch
it when laying against radome flange and surface of radome is no more
than .125 from surface of fixture. Also, there shall be no more than
.060 variance with all three measurements taken into account. A minimum
of a confidential security clearance is required. Individual Security
Clearance verification through the Defense Investigative Service will
be conducted prior to any issuance of the Official Request for Quote.
Delivery is required 30 weeks or sooner after issuance of award, with
shipping terms FOB Destination. Inspection and Acceptance will be at
destination. First Articles will be required for all sources not
previously approved by the government for this item. A minimum quantity
of 2 each shall be delivered as First Article Units. Upon approval of
First Article Units, the quantity 2 each shall be considered part of
the production quantity, and shall be delivered for fleet support.
Required delivery schedule for First Article units is 30 weeks ARO. A
firm-fixed price purchase order will be awarded using Simplified
Acquisition Procedures and is reserved for Small Business. The standard
industrial code is 3669 and the business size standard is 750
employees. FAR part 12 procedures do not apply. The government intends
to award to the responsible contractor whose quotation is the most
advantageous to the Government considering price and price-related
factors. The offers will be evaluated on the following factors:
Technical specification compliance, past performance and price.
Technical specification compliance and past performance are equal, and
when taken together are significantly more important than price. The
contractor shall provide past performance for same/similar
products/specification with other Government Agencies, public or local
Government for the past three years. All responsible sources may
submit an offer, which will be considered by the agency. It is
anticipated that the Request for Quote will close on or about 11 August
1999. Award will be made based on all or none. Inquiries may be
