On or about 09 August 1999, this office will issue Invitation for Bids for the construction of REPAIR/MAINTAIN RUNWAY, GRAND FORKS AFB, NORTH DAKOTA. Bids will be opened on or about 10 September 1999. SOLICITATION OF BIDS WILL BE UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS CONCERNS. Prospective bidders will be given a conducted tour of the construction site on 20 August 1999 between the hours of 9:00 a.m. and 12:00 noon. Contractors interested in inspecting the site of the proposed work should contact the Grand Forks Resident Engineer, U.S. Army Corps of Engineers, Bldg. 125, Grand Forks AFB, P.O. Box 247, Emerado, ND 58228, Telephone: (701) 594-5016/5575 or FAX (701) 594-5526, on of before 17 August 1999. The bidders wishing access shall provide the following information: (1) Name of Contractor, (2) Names of individuals, (3) Social Security numbers, and (4) A second identification, i.e., driver's license number and state. DO NOT submit requests for plans and specifications to the site visitpersonnel listed above. See "Ordering" below. The work will include the following: (Approx. quantities) Removal and replacement of 60,100 SY Portland Cement Concrete (PCC) 15"-24" thick (most at 19" thick); place 42,380 CY drainage layer material; place 4,950 CY subbase course; 26,820 SF PCC pavement patch and repair; New 5,775 LF 8" perforated subdrain line; 54,200 SY new PCC pavement grooving; 144,500 SF PCC pavement restriping; 52,100 LF full depth sawcut 15"-24" thick (most at 19" thick) PCC; 55,442 LF new joint sealant; 4,190 LF route and seal existing cracks; 104,960 LF existing joint sealant removal and replacement; 132,000 SY of surface friction enhancement of existing PCC pavement. The estimated construction cost of this project is between $7,500,000 and $10,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 1999: (a) Small Business:61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed (anticipated to be Spring 2000 with Runway access summer of 2000) and complete the work within the time period submitted with the bid (aggressive time schedule). Provisions will be included for liquidated damages ($29,000 per day) in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. In addition, the Contractor will be requested to certify that they "have the equipment and experience to meet or exceed the required production and placement rate of 250 cubic yards of concrete per hour for airfield paving". The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
