The Office of the Administrator/SAMHSA through the Program Support Center, General Acquisitions Branch plans to award a sole source requirement to Eileen Elias, M.Ed. for Assistance and Support to the Administrator on State Issues Relating to Mental Health. The period of performance is 12 months. A Strategic Plan will be developed that reflects on all units within the Office of the Administrator, encompassing priority substance abuse and mental health needs across the lifespan and is responsive to key constituents, including States, providers, consumer and family members, and policy makers. Assist in coordination of key State-related service delivery issues (behavioral health needs of older adults and co-occuring mental health and addictive disorders) with external Federal partners such as the Administration on Aging andthe National Council on the Aging. Develop and assistance in implementing a strategy for collaboration with the Health Care Financing Administration (HCFA) on financing issues relating to delivery of services to people with co-occuring addictive and mental disorders.
