Institute of Standards and Technology (NIST) intends to enter into a
sole source contract with Dr. Eldar Zulfugarzade of Gaithersburg,
Maryland, under the authority of 41 U.S.C. 253(c)(1) -- Only one
responsible source. The Contractor shall serve as the NIST on-site
technical liaison to the U.S. Department of Commerce's International
Trade Administration (ITA) and to the Russian State Committee on
Standards, Metrology and Certification (GOSSTANDART). The Contractor
shall be responsible for providing the following services: (1) identify
key Russian laws, decrees, regulations and amendments relevant to
standards, testing and certification of imported products; translate
and provide weekly reports to the Office of Standards Services
(OSS)/Global Standards Program (GSP) chief; (2) serve as the NIST/OSS
point of contact with ITA's Business Information Service for the Newly
Independent States (BISNIS) on Russian product certification issues;
(3) serve as the NIST/OSS point of contact with GOSSTANDART of Russia
on metrology issues, particularly relating to the proposed MOU on
Russian recognition of U.S. metrological tests and certificates;
provide written progress reports as necessary; (4) serve as technical
advisor for the Department of Commerce's Special American Business
Internship Training (SABIT) standards program, which consists of: (a)
providing input on sectoral focus, institutions and experts to be
targeted, and content of two-week orientation sessions tailored for
each sector; (b) reviewing applications in conjunction with GSP
personnel and making recommendations for participants in the SABIT
standards program; and (c) assisting with technical facilitation during
SABIT standards orientation sessions at NIST (three sessions during the
period of October 1999 through September 2000), including technical
interpretation as necessary. CONTRACTOR REQUIREMENTS: The Contractor
shall demonstrate familiarity with (A) the structure of Russia's legal
system relating to standards, metrology and certification; (B) the
U.S. system of standards and conformity assessment; and (C) GOSSTANDART
structure and operations; and shall demonstrate the ability to (D)
communicate effectively in Russian and English; and (E) conduct
independent research, analyze data, and report results. Dr.
Zulfugarzade meets all of the listed requirements. In addition, he
worked for GOSSTANDART for over 15 years prior to coming to the United
States. This experience has provided him with unparalleled expertise
in Russian standards and technical regulations. The Government
anticipates award of a firm-fixed-price contract. The period of
performance is anticipated to be for a base year and two option years.
The proposed contract action is for services for which the Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302-1. This notice of intent is not a request for
competitive proposals. However, all proposals received within 45 days
after date of publication of this notice will be considered by
theGovernment. A determination by the Government not to compete this
proposed action based upon responses to this notice is solely within
the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. Written responses shall contain sufficient
documentation to establish a bona fide capability to fulfill the
