carrillomt@wsmr.army.mil. The U.S. Army White Sands Missile Range
(WSMR), New Mexico, has a requirement for Theoretical Studies and
Engineering Research support services. The contractor shall provide
support for engineering research and theoretical studies in research
and development (R&D) topics such as: facility upgrade development,
theoretical assessment of a new system concept, the expected
performance of an instrumentation system in a dynamic field
environment, electromagnetic energy coupling circuit or hardware
configuration, aerial cable dynamics and wave motion, etc. Research and
development assignments would include development of special
measurement instrumentaion, synthesizing instrumentation concepts into
a breadboard configuration, conducting instrumentation research,
demonstrating the effectiveness of new instrumentation concepts, etc.
Examples of field support tasks include technical support to high-power
microwave (HPM) experiments, field measurements of new instrumentation
hardware supporting unique brassboard field tests, supporting analysis
of dynamic targets at the aerials cable test facility, etc. Data
analyses encompasses assignments in data collection, reduction, and
interpretation from lab and field measurements, development of
multispectral data reduction and analysis concepts, etc. Hardware
support in the acquisition and fabrication of material such as
equipment or components necessary to meet scheduled milestones set
forth in specific assignments. Functional areas include: (1)
Theoretical Studies; (2) Engineering Research; (3) Research and
Development; (4) Development; (5) Demonstration; (6) Field Support; (7)
Data Analysis; (8) Hardware Support. The services are for WSMR with
most of the effort performed at the contractor's facility with some
travel within the Continental United States. Period of Performance will
be five (5) years from date of contract award. A cost reimbursement
non-fee bearing contract is anticipated to be awarded. RFP
DAAD07-99-R-0128 will be issued on or about 16 Aug 99. The proposed
contract is being considered as a 100 percent set-aside for
historically black colleges and universities (HBCUs) and Minority
Institutions (MIs), as defined by the clause at 252.226-7000 of the
Defense Federal Acquisition Regulation Supplement. Interested HBCUs and
MIs should provide the Contracting Office as early as possible, but not
later than 15 days after this notice evidence of their capability to
perform the contract, and a positive statement of their eligibility as
an HBCU or MI. If adequate responses are not received from HBCUs and
MIs, a Cost-Plus-Fixed Fee solicitation will instead be issued, without
further notice as an 8(a) set-aside; a Small Disadvantaged Business
(SDB) set-aside; or a small Busness (SB) set-aside, depending upon the
response(s) received to this synopsis. Therefore, replies to this
notice are also requested from 8(a)s and Small Businesses (please
declare the type of firm you are). The SIC Code is 8711 and the Size
