D -- CP&R MAINTENANCE SOL fhq99r00031 DUE 072399 POC Pam Seasonwein (202)874-6728 CP&R SYNOPSIS The Financial Management Service (FMS) intends to award a sole source contract [41 USC 253 (1)] to Computer Associates Services International (CA), 12120 Sunset Hills Road, Reston, VA 22090. This procurement is for application programming, systems analysis, and the CA Integrated Database Management System (IDMS) support for the Check Payment & Reconciliation System (CP&R) located in Hyattsville, MD. The CP&R system currently performs the centralized claims and reconciliation functions for all check payments disbursed by the Federal Government. CA, the sole provider of the CA IDMS and related software for the CP&R system, has provided the technical support for CP&R under its current maintenance contract since August 14, 1995; the CP&R system has been operational since November 1986. It utilizes two IBM mainframes operating under OS/390 computers to process 4 million transactions per day: check issues, check payments, unavailable check cancellations/check statusinquiries (UCC/CSI), and available check cancellations (ACC). Federal law requires that CP&R must provide users with the availability to have reasonable access to seven years of check information, estimated at five billion checks. The contractor shall be required to perform all tasks associated with maintaining and upgrading the CP&R application software and all tasks related to the management and administration of the CP&R IDMS. This award will be for a base year, from October 1, 1999 through September 30, 2000 and four (4) option years, beginning October 1, 2000.
