(CDC) intends to negotiate with and award a contract to the ARC of the
United States ( formerly, "The Association of Retarded Citizens"). The
award will be made on a sole source basis for professional services for
the vendor to produce an educational brochure, and resource and
materials guide on FAS for distribution to state and local public
health partners, as well as other local and national organizations
committed to the awareness and prevention of FAS. Fetal alcohol
syndrome (FAS) is the leading known non-genetic cause of mental
retardation in the United States, yet it is completely preventable. FAS
results from harmful drinking patterns among women around the time of
conception and/or during pregnancy. In addition to FAS, prenatal
alcohol consumption may cause more subtle growth and neurodevelopmental
deficits among children whose mothers drank during pregnancy. This
requirement falls under SIC code 8733. Other that full and open
competition is authorized pursuant to 41 U.S.C. 253(c)(1),FAR 6.302-1.
The minimum qualifications of vendor include, but are not limited to
the following: The vendor shall possess knowledge of the causes and
prevention of FAS and alcohol-related birth defects (ARBD) and shall
have the ability to develop educational materials which serve to raise
awareness and educate the public about FAS and ARBD. Qualified vendors
have 15 days from date of this synopsis to submit a capability
statement delineating their ability to provide these services. Such
qualifications will be used solely for the purpose of determinating
whether or not to conduct this procurement on a full and open
