National Highway Traffic Safety Administration (NHTSA) intends to
negotiate with Dunlap & Associates to develop a compendium of
pedestrian and bicycle laws and ordinances, and provide recommendations
for model regulations. A ten (10) month period of performance is
contemplate. The objectives of this study are to (1) review and
document laws and ordinances that can have a influence on pedestrian
and bicyclist safety and categorize their potential impact according to
an established moved of pedestrian and bicycle crash generation; (2)
determine the need for additional (model) legislation and define its
requirements as appropriate; (3) provide a set of recommendations for
further research and evaluation. Interested firms may identify their
capability in response to the work requirements listed above. The
written response must include detailed information as to professional
qualifications and relevant expertise specifically addressing
organization/personnel experience. Expressions of interest without
sufficient detail to permit evaluation of capabilities will not be
considered. Oral expressions of interest will not be considered. This
notice of intent is not a request for quotation? A determination by the
Government not to compete this action based upon responses to this
notice is solely within the discretion of the Government. Information
received will be considered solely for the purpose of determining

In the absence of responses firms demonstrating their capability, NHTSA
intends to request a quotation from Dunlap & Associates on a
noncompetitive basis for the items described. Responses must be
received by the listed procuring office within 15 calendar days from
