Environmental Protection Agency (U.S. EPA) intends to award a firm
fixed price purchase order using the Simplified Acquisition Procedures
of Federal Acquisition Regulation (FAR) Part 12. THIS REQUIREMENT WILL
BE PROCURED UTILIZING SMALL BUSINESS SET-ASIDE PROCEDURES WITH A SIC
CODE OF 7375 ($18 MILLION)! This is a combination synopsis/solicitation
(RFQ-DC-99-00083) for commercial items in accordance with the format in
FAR Subpart 12.6, as supplemented with additional information included
in this notice and the RFQ. The U.S. Environmental Protection Agency,
Office of Pesticides Programs (OPP) is required to make registration
decisions on all currently registered pesticides as rapidly as is
feasible, in line with Congressional mandates (PL-94-56, as amended by
PL-94-140). In order to accomplish this, economic impact analyses need
to be conducted on alternative regulatory options as required by
statute and the administration of EPA policies. Conversely, the
proposed purchase order will make available to OPP, studies containing
the most up-to-date data on special crops and will serve as critical
inputs into economic and related analyses of pesticide issues. These
data will be for internal use within EPA, and not for release to
non-subscribers or the general public. Accordingly, the specifications
for the purchase of Pesticide Use/Usage Data in Database format are as
follows. The Pesticide Market Study should be in a searchable database
format that meets or exceeds the following criteria: (A) Crops,
Bearing and Non-Bearing, Fresh and Processed included, but not limited
to: Apples; Peaches; Carrots; Oranges; Pears; Tomatoes; Peas; and
Grapes (table and raisin). (B) All Pesticide Types including, but not
limited to: Fungicides; Herbicides; Insecticides/Miticides; Plant
Growth Regulators; and Nematicides. Use Information including, but not
limited to: Time of Application; and Method of Application. (D) Market
Information including, but not limited to: Number of growers using each
pesticide type; Number ofAcres treated with each product; Pesticide
cost per acre; Acres treated; and Acre treatments. (E) Pest Information
including, but not limited to: Number of acres treated for each pest.
(F) Crop Identification: Bearing Acres; Non-Bearing Crops (Tree fruit
and grapes); Number of acres grown for the Fresh Market; Number of
acres grown for the Processing Market. Vendor needs to define
information gathering methodology. Outline how the study was conducted,
who was surveyed and how the data is tabulated and weighted. The
evaluation criteria for this requirement can be found in the Request
