synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
proposal will not be issued. The solicitation, RFQ DAHA0399Q6002
includes all applicable provisions and clauses in effect through FAC
97-11. This acquisition is being made in accordance with the test
program for using simplified procedures for certain commercial items
authorized in FAR 13.5. The Standard Industrial Classification is 3441
and the business size standard is 500 employees. However, this
requirement is not set aside for small business. REQUIREMENT: The 188th
Fighter Wing has a requirement for an electro-mechanical storage system
consisting of the following items OR EQUAL. Line Item 0001 -- 1 each
Stanley model 2KS034242156 three bay starter, 42" X 42" standard
height; Line Item 0002 -- 1 each Stanley model 2KA015242156 add-on bay
52" X 42" standard height; Line Item 0003 -- 16 each Stanley model
2KP5242 pallet, 52" X 42"; Line Item 0004 -- 48 each Stanley model
2KP4242 pallet, 42" X 42"; and Line Item 0005 -- 2 each Stanley model
2KWIP425242 WIP Cart. Power requirements are 460 VAC, 3 phase, 60 Hz.
Space available is approximately 18' W X 18' D X 16' H. All quoters
shall furnish descriptive literature, warranties, and/or other
information in sufficient detail to demonstrate that their product
fully meets the requirements of this solicitation. The price quoted
shall include all transportation and installation charges. F.O.B. is
destination. Quoters shall certify compliance with Central Contractor
Registration requirements and submit their DUNS number, CAGE code, and
TIN with their quote. The following FAR provisions and clauses apply

(b) of the clause at FAR 52.212-5 are also applicable to this

Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36

FAR 52.225-3 Buy American Act Supplies and FAR 52.214-21 Descriptive
Literature. Offerors shall complete FAR 52.212-3 Offeror
Representations and Certifications -- Commercial Items and DFARS
252.212-7000 Offeror representations and Certifications -- Commercial
Items and submit them with their quotations. Quotations must be in
writing and shall be signed by an individual authorized to enter into
contracts with the Government. One completed copy of FAR 52.212-3 and
DFARS 252.212-7000 shall be submitted with the quotation. Descriptive
literature shall be in sufficient detail to permit evaluation of items
proposed. All amendments, if any, to this solicitation must be
acknowledged in the quotation. Facsimile quotations are not authorized.
The Government anticipates award without discussion but reserves the
right to enter into discussions with any offeror at any time. The
following factors shall be used to evaluate quotations: compliance with
requirements, past performance, and price. Compliance with requirements
and past performance, when combined, are approximately equal to price.
The Government may use any information at its disposal in determining
compliance with requirements. The Government reserves the right to
award to other than a low-priced offeror and without discussion.
Quotation must be received at the address above no later than 2:00 PM
