Health (NIH) National Institute of Diabetes and Digestive and Kidney
Diseases (NIDDK) has requirement to purchase a new or reconditioned
Electrospray Ionization Tandem Mass Spectrometer and accessories or
equivalent. The instrument must have a mass accuracy of 0.01% over the
molecular weight range 30 to 3000 amu. It must be capable of
performing a product ion scan with sufficient accuracy that all singly
charged fragment ions in the product ion spectrum of the doubly
charged molecular ion of renin substrate peptide (m/z=880) will show
unit resolution, using infusion of no more than 10 picomole/microliter
solution; or the equivalent using another peptide of m/z 569, using a
10 picomole/microliter solution infused in the instrument. The MS/MS
transmission should be such that the sum of all fragment ions resulting
from the m/z=609 precursor from 1 picomole/microliter infused reserpine
at 5 microliters/min will be equal to or greater than the original
precursor ion intensity measured under MS/MS conditions but without
collision gas. The instrument must have sensitivity to detect 80
femtomoles of reserpine introduced through the ion spray inlet at a
flow of 40 microliters/min with a signal/noise ratio of at least 10
when monitoring the m/z 609 ion; and 1 picomole of myoglobin will yield
a base peak at least 3 times higher than background. A dynamic range of
4x 106 is required. The system must not be larger than 22x30x48 inches
in order to fit into the designated laboratory space. The system must
be able to run on line power and all needed transformers must be
included. The system must include a moveable bench with enough space
for the spectrometer and liquid chromatography system. The system must
be equipped with a standard ionization spray source and an ultra-low
flow source capable of 20 nanoliters/min. Software for data acquisition
and analysis is to be included, with at least one additional license
for off-line analysis at no extra charge. An appropriate computer
workstation mustbe included with the system with at least a 17"
monitor, 64 MB memory, 4 GB disk drive, and 600 dpi printer. The
computer will be equipped with all necessary communication ports for
system control. Also one year warranty on parts and labor. Interested
vendors may identify in writing their interest with a capability
statement to the Contracting Office prior to the closing date of this
notice. This notice of intent is not a request for competitive
proposals, however all responses received before the closing date of
this announcement will be considered by the Government. A determination
by the Government Information received will be considered solely for
the purpose of determining whether to conduct a competitive
procurement. It is anticipated that Request for Quotation (RFQ)
NIH-NIDDK-99-469 will be available fifteen (15) days after the
publication date of this synopsis. All responsible sources may submit
a quotation which, if timely received, shall be within the Simplified
Acquisition Threshold for CommercialPurchases up to $5million. Receipt
of quotations will be due ten- (10) days after the release of the RFQ.
