The announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates all provisions and clauses in effect through Federal Acquisition Circular 97-11. The solicitation number is DE-RQ26-99FTS00248 and is being issued, on June 28, 1999, as a Request for Quotations using Simplified Acquisition Procedures under FAR Part 13. Only written offers received by July 19, 1999 in accordance with the solicitation, will receive consideration and responses must convey the ability of the offeror to meet the stated requirements. The documentation shall include descriptive literature containing sufficient technical literature to establish a bonafide capacity of meeting this requirement. Request for information should be directed to Thomas J. Gruber at 412-386-5897 or E-mail gruber@fetc.doe.gov. Diesel Engine Test Cell High-Speed Data Acquisition and Combustion Analysis System Specifications. General: A multi channel high-speed engine data acquisition, indicating and combustion analysis system for R&D of engines in an engine test bed. The specific engine used on our test bed application is a direct injected Ricardo Proteous Single Cylinder Diesel Research Engine. The system must be 4-channel compatible (extendible to 8-channels) with capability for plug-in conditioning modules for: Piezoelectric amplifiers for engine cylinder pressure measurement, Frequency amplifiers for needle lift indication, Amplifiers for fuel line Pressure indication and Angle Encoder TDC Indication. The user interface and mass storage shall be a Windows compatible PC. The offeror may provide system quotes that both include or do not include provision of the required PC interface. The system must be software capable of displaying and evaluating the data locally and via printer output. Other features shall include but not necessarily be limited to: Mounted in 19" bench top or rack mountable cabinet. Signal processor for real time calculation of results. Power supply (230/115 VAC at 60 Hz) and connectors for connecting to PC via parallel ports. Inputs 4 (+/- 10 V) with 100kOhms each input resistance 100 kHz low pass filter. Simultaneous sample and hold for all channels. Minimum of 12 bit amplitude resolution. Internal calibration of voltage inputs. Overload and short protection. Overall through put rate of 1 Mhz. On board data memory of at least 8 Mbytes. CDM and Trigger inputs for connection of crank angle encoder. Angle and measurement resolution from 0.1 to 1 degree CA. Storage and loading of parameter files, automatic loading of last used parameters. Multi-channel digital voltmeter for calibration and diagnostic purposes. Capability for TDC determination or TDC module. Automatic setting of standard parameters for measurement and calculation and automatic parameter check with respect to system capacity. Continuous measurement capability with display of freely selectable measured and calculated data. Automatic or manual phase correction selectable. Zero point correction by thermodynamic method for cylinder pressure signals or through reference angle and reference value. Support for 2-step calibration of pressure transducers with a dead weight tester and automatic take over of the calibrating values. Measurement of pre-definable number of cycles. Multi-channel cursor for scanning displayed curves. Curve zooming and shifting in X and Y direction Cycle selection for quick visualization of all engine cycles after measurement. Calculation and display of averaged cycles. Real-time calculation and on-line tabular display of the following result values per engine cycle: Pmax, alpha pmax, dp/d-Alpha max, Alpha dp/d-Alpha max, IMEP (total, high and low pressure portion), start and duration of injection, start of combustion, mass burned fraction, speed and location of mass burned fractions, total burned mass and location of peaked mass burn. Continuous displays of results as curves and/or as real time statistics during the measurement/scope mode. On-line result value display as curve versus cycle number. On-line statistical evaluation and display of Minimum, mean maximum values and coefficient of variation (normalized standard deviation). On-line display of linear and log pV diagrams. On-line display of the fast heat release curves (differential and integral heat release). Storage of acquired data (raw and result values selectable). Standard output layout with header, landscape or portrait format selectable, for printouts under Windows. Compatible with Windows NT 4.0 or Windows 2000. Sensor Components: (Please specify each component group of as an option in your bid package (e.g. needle lift package option, line pressure package option etc.). Also, rather than providing a single selected component as your bid please provide a range of components that you feel will satisfy the specifications. This will ensure that your bid will cover the intent of the specifications. ) Needle Lift: (Currently using a Bosch DLLA 150 P31 nozzle in a Bosch KBEL injector) Inductive nozzle needle lift transducer and connection cable for measurement of needle lift in nozzle holders including adapting to two nozzle holders (injectors) to be provided. Carrier Frequency Amplifier: (Single Channel, suitable for conditioning of signals if inductive, capacitive or ohmic, half bridge type transducers with impedance of 20 to 100 Ohms at 100 kHz, for needle lift transducers Line Pressure: (Suitable for line pressures up to 2000 bar) Transducer and connection cable for measurement of injection line pressure based on strain gauge pressure transducer and suited for injection line pressure, residual pressure and cavitation. Adaptable to " line or 6 mm line. Connecting cables required. Multipurpose Amplifier: suitable for Piezo-resistive transducers etc. for fuel line pressure measurement. Cylinder Pressure: (for your information we are currently using a Kistler 601A) Transducer, adapter, connecting cables for measurement of combustion chamber pressure, by means of Piezo electric methods. Connecting cables required. Piezo amplifier: (Double Channel Preferred) suitable for conditioning of charge signals from piezo-electric transducers, e.g. quartz pressure transducers or accelerometers Crank Angle Encoder: High precision encoder for angle related indication measurements and rotary oscillation analyses in internal combustion engines. Angle marks: For engine indication 0.5 degrees CA resolution from the 720 marks on the disk, other resolutions between).05 deg. CA and 5 deg. Ca selectable by means of an integrated pulse multiplier. 2nd Output: Selectable by means of a jumper: 720,360,180,90,60,36 square wave pulses per rev., e.g. for speed measurement. Trigger: for TDC correlation, synchronized with an angle mark (selectable). Accuracy: At speed changes from 600 rpm to 6000 rpm better than 0.02 deg. CA. Supplied: Encoder, connecting cable (7.5M), Pulse converter with integrated pulse amplifier and 10M connecting cable and optional power supply. For the general system please quote as an option, System Commissioning, and Software user support. Evaluation Factors: Technical Presentation (documents) Delivery after receipt of order 4 8 weeks.
