is not an Invitation for Bid (IFB) or a Request for Proposal (RFP).
Under PL 98-369 (CICA), this sources sought market survey is seeking to
identify potential contractors to perform design-build services for
Housing Revitalization at Fort Buchanan, S.J., Puerto Rico. The project
is for whole neighborhood revitalization (by renovation or replacement)
to result in a configuration of 215 family quarters to current
standards including supporting infrastructure and neighborhood
amenities in support of the relocation of USARSO from Panama to Fort
Buchanan. Quarters will house families ranging from junior
Non-Commissioned Officers through senior officers. All work will be in
three of the four housing areas: Las Colinas, Buchanan Heights and
Coconut Grove. Estimated cost for the project is $25 million. The
design-build process is only one of several procedures being evaluated
for this project. Responses for the market survey should include a
list of previous design-build projects and/or work outside the
continental U.S., a statement of basic qualifications, financial
capability and whether or not your firm is a large or small business.
Responses of interest for the market survey are due by 15 July 1999.
The Standard Industrial Classification (SIC) Code for this project is
1521 with a Small Business Size Standard of $17 million. Responses

INFORMATION PURPOSES ONLY: The Government may ultimately issue a
Request for Proposals (RFP) package with submittal requirements and
evaluation criteria for award of the contract. If the design-build
process is pursued, a two-phased design-build selection process will be
used. Anticipated evaluation criteria include past performance,
management approach, technical experience, expertise and
qualifications, commitment to small business concerns, design concepts
and proposed technical solutions, schedule, and price. The government
intends to award a contract to the offeror providing the best overall
value to the government when considering all of the evaluation
criteria. Subsequent to award, the successful offeror will prepare and
submit final design documentation and complete construction in
accordance with the criteria specified in the RFP package. This market
