Air Combat Command (ACC) at Langley AFB, VA has identified a
requirement for non-personal technical, systems engineering, and
operational management services to support HQ ACC Directorates and the
Air Force Command and Control Innovation and Training Group (AFC2TIG)
at Hurlburt Fld, FL, it's subordinate organizations, and other
Department of Defense (DoD) and Government agencies working jointly
with AFC2TIG. The period of performance will cover an eighteen month
base period with four, one-year options. The government expects to make
award on or about 1 Mar 99. This action will be issued as a Request For
Proposal (RFP) on or about 1 Oct 99 via the Electronic Posting System
Internet site at www.eps.gov. A Draft Statement of Work (SOW) and
Request for Proposal will also be issued via the EPS site on or about
15 Aug 99. An Industry Day designed to provide contractors information
on the ACCTEOS program and to obtain industry input is scheduled for
July 14th and 15th, 1999 at Hurlburt Field, FL. A Preproposal
conference will also be held at Hurlburt Field on or about 15 September
1999. Instructions and Directions for the Industry Day and Preproposal
conference will be available on the EPS Web Page on 2 July 1999.
Interested offerors are responsible for monitoring the web pages for
the release of the solicitation and all subsequent amendments and
correspondence related to the solicitation. Offeror's must download the
RFP from the web page no hard copies will be mailed. Interested firms
must provide their business size, company name, address, point of
contact, phone number, and fax number to Mr. Tim Cannella at
timothy.cannella@langley.af.mil. The government encourages interested
parties to review and provide comments on all draft RFP documents
provided on the Internet. The Government intends to award between 5 and
8 indefinite delivery/indefinite quantity contracts. The Government
also intends to utilize the procedures at FAR Part 12, Acquisition of
Commercial Items, to develop, solicit, and award the solicitation and
resulting contracts. Therefore, the government intends to rely greatly
on market research and industry input in formulating their acquisition
strategy. The applicable Standard Industrial Classification (SIC) code
for this requirement is 8742, Management Consulting Services, which
has a small business size standard of $20M. The government intends to
partially set-aside this procurement under the auspice of Federal
Acquisition Regulation (FAR) Part 19. Therefore, one or more contract
awards resulting from this solicitation will be set-aside for small or
small disadvantaged business. Examples of services to be performed
include systems planning, concept exploration; requirements analysis;
alternatives analysis; systems engineering; risk reduction and
management; concept of operational development; training development;
planning and instruction; software development, verification,
validation, and maintenance; advanced concepts and tactics development;
systems effectiveness engineering and logistics; design;test and
demonstration; configuration control and operations and maintenance of
fielded demonstrations equipment; worldwide contingency response
support analysis; transition of successful demonstration equipment to
mainstream acquisition and information operations. This effort will
also be directed toward supporting development and evaluation of
prototype systems to determine potential operational and military
utility; improving the efficiency of rapid collection management and
system taskings in support of military operations; increasing the
frequency, realism and scope of exercises and training with the
AFC2TIG, including modeling and simulation, procurement and development
of hardware and software for accessing the military utility of joint
forces systems in support of military operations with emphasis on
aerospace operations; educating and training activities including
advanced classroom instruction on aerospace engagement in military
operations and wargaming; aerospace tactics and doctrine development;
supporting efforts to enhance tactical utility of AFC2TIG assets;
providing detailed support for Real World contingencies, exercises and
demonstrations, and joint forces capabilities at all levels of
command. The contractor shall provide support of information systems to
ensure operations are appropriately managed, controlled, secured, and
maintained. Information operations include risk management engineering
and analysis of information system architectures. Establishment of a
configuration control and security accreditation office to support
present and future automated information and communication systems;
systems administration; web master software support and communication
center operations. The contractor shall support testing and evaluating
joint forces warfighter operations, simulations, and exercises to
include; operation analysis, readiness and supportability; human
factors; questionnaire development; training; test tool development and
maintenance, documentation, test resource estimating and reporting. The
contractor shall be prepared to support operations and provide
