solicitation/synopsis for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number USSS990036 is
issued as a Request for Proposals (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-11. This action is unrestricted with
regard to business size. The Standard Industrial Classification (SIC)
is 3711, size standard is 1,000 employees. The U.S. Secret Service
proposes to enter into a sole source contract with Cadillac Motor Car
Division, General Motors Corporation, 100 Renaissance Center, Detroit,
Michigan 48265 for the procurement of ten (10) Model year 2000
Cadillac DeVilles, with an option valid through FY2000 for an
additional ten (10) Model year 2000 Cadillac DeVilles. General
specifications are as follows: 1) BO5- Armor prep package, 2) Exterior
Color: Sable Black, Interior Color: Blue Cloth, 3) 8750 LB G.V.W., 4)
Front Bumper Ram System, 5)300 H.P. Norstar Engine, 3.71:1 Final Drive
Axle Ratio, 7) Unique trunk floor pan for full size tire stowage, 8)
QA7- Heavy Duty chrome wheels, 9) JH6, Hydraboost Brake System, 10)
QLA-LT235/60R17 Heavy Duty Tires, 11) Heavy Duty Suspension, 12) Heavy
Duty steering components and cooler, 13) Heavy Duty ABS brakes
(4-wheel disc), 14) Heavy Duty wheels (8-lug), 15) Heavy Duty engine
oil cooling system, 16) 150 Amp high output generator, 17) Extended
main body wiring harness, and 18) Enhanced HVAC system. Delivery is FOB
Destination to a U.S. Secret Service address in the Washington, DC
area- all freight included in the delivered price. Time of delivery is
60 days, desired; 90 days, required. Inspection and acceptance is at
destination. The following Federal Acquisition Regulation (FAR)
provisions apply to this RFP; FAR 52.212-1, Instructions to Offerors --
Commercial; FAR 52.212-3, Offeror Representations and Certifications,
Commercial Items; FAR 52.212-4, Contract Terms and Conditions --
Commercial Items; and FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items.
Offerors must include a signed copy of the Representations and
Certifications with their offers. The Government intends to award a
firm-fixed price contract for the requirement as conforming to the
terms of this solicitation. A brief technical description of the
offered product shall be provided. A price proposal shall be provided
and one of the following (in order of preference from most to least
desirable) shall be provided as support for the pricing proposal: 1) A
commercial price list, identification of the offered discount as a
percentage (if offered), and disclosure of the offeror's discount
policy for procurements of this type, 2) copies of the cover page or
pages of previous contracts or purchase orders for this item, or
similar items, to include a description of the item, and price and
quantities sold, 3) a cost analysis detailing the cost from engineering
estimates and then applying all overhead, materials, subcontracts,
handling, general and administrative expenses, and profit- which shall
total to the offered price. All offers, which shall include the
technical description, price proposal and signed copy of the
Representations and Certifications, shall be mailed to the U.S. Secret
Service Procurement Division, 1310 L Street, N.W., Washington, DC
20223, Attn: George Robertson, no later than 2 p.m. local time, Friday,
July 16, 1999 (earlier submital of a compete proposal is permitted).
Award is anticipated by not later than September 30, 1999. See note 22;
however, proposals must be submitted by the due date of this notice
rather than 45 days after publication of the notice in the Commerce
