This synopsis provides notification of a continuing requirement of the United States Marshals Service (USMS) to lease aircraft on a short term basis as provided for in solicitation MS-98-R-0013. This solicitation with Amendment 05 was last posted by synopsis on 7 December 98. This requirement is for the lease of U.S. registered transport category turbo jet powered aircraft meeting stage III noise criteria. Two types of aircraft leases are required: (1) Non specific aircraft identified which will be ordered by designated passenger capacity. The cost associated with the lease of this aircraft shall include aircraft, crew, insurance and maintenance. (2) The second type of lease shall be specific aircraft types without crew. The specifically identified aircraft types include the lease of 727 100/200 series, DC-9 all series, Sabreliner 75A/80 and Lear 25 B-D. The costs associated with the lease for specified aircraft shall include aircraft, insurance and maintenance. For leases of aircraft without crew, properly certified USMS pilots/crew will be used. It is estimated the aircraft for both types of leases will be flown approximately 15 to 30 hours per week. The aircraft will generally depart and return to one of three designated points: (1)Oklahoma City, OK; (2) El Paso, TX; or (3) Alexandria, LA: however the USMS may require alternative positioning/depositioning sites. Amendment 05 added a requirement for turbo prop aircraft with a capacity of 12 to 20 passengers. Multiple award Basic Ordering Agreements (BOA) with one base year plus four option years will be awarded to all acceptable offerors. Only concerns holding BOAs will be solicited to participate in the competition(s) for individual orders. The USMS will continue to solicit qualified sources on an annual basis through issuance of a Commerce Business Daily notice. This notice shall be considered to have fulfilled the synopsis requirements set forth in FAR 5.201 for all orders issued during FY 2000. Requests for solicitation MS-98-R-0013, with Amendment 05, must be in writing and may be requested by facsimile at (405)680-3466.
