Facilities Engineering Command, Norfolk, Virginia intends to acquire
electrical power supply and related transmission and ancillary services
to meet the firm electric power requirement of military installations
within the State of New Jersey. The contractor will be responsible for
coordinating the supply of all electrical power requirements (capacity
and energy) and all services necessary to deliver electrical power to
the contract installations' local distribution company. The anticipated
peak monthly demand may range between 9 MW to 13 MW. The estimated
maximum monthly usage is 6,000 MWh and the estimated maximum yearly
usage is 68,000 MWh. Requirement modifications may be added or deleted
by amendment. Selection of the successful offeror(s) will be made
using Best Value Source Selection procedures with selection based on
price and technical capability. For purposes of evaluation of offers
the technical factors, when combined, are as important as the price.
The Governmentreserves the right to reject any or all proposals at any
time prior to award; to negotiate with any or all proposers; to award
the contract to other than the proposer submitting the lowest total
price; and to award to the proposer submitting the proposal determined
by the Government to be the most advantageous to the Government.
PROPOSERS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT EXCHANGES OR
ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers should not
assume that they will be contacted or afforded an opportunity to
qualify, discuss, or revise their proposals. The RFP will be available
on or about July 14, 1999. The receipt date of technical and price
proposals is August 13, 1999 at 2:00 p.m. Proposals are required to
include a submission of an all-inclusive flat fixed energy rate
(AIFFER). This rate will be a flat $/kWh charge that applies to all
facilities for all time intervals in the solicitation groupings.
Alternate rate schedules may be proposed in addition to the AIFFER. The
offeror is encouraged to demonstrate advantages of any alternate
schedule proposed, and to ensure that the proposal includes
stipulations for proper data measurement, billing and accounting to
implement any proposed alternate schedule. Multiple awards may occur
from this single solicitation based on the alternate proposals. The
solicitation will include data files of yearly 15-minute usage data for
the Navy large accounts (about 97% of the load). This solicitation is
available in electronic format only. All documents will be in the Adobe
Acrobat PDF file format on CD-ROM. The free Acrobat Reader, required to
view the PDF files, is provided on the CD or can be downloaded from the
Adobe website. A charge of $12.50 will be made for each CD. This price
includes priority mail postage. These sets will be made available upon
receipt of a written request, and a non-refundable check or money order

October 1, 1999 and will end on December 31, 2000. Upon completion of
the contract term, the New Jersey military installations will become
part of a separate regional solicitation with other military
installations in Pennsylvania and Delaware. All responsible sources
must have the necessary licensing and registrations to provide
generation supply in New Jersey. This procurement is being issued on an
unrestricted basis. The SIC Code is 4911 with a size standard of 4
million megawatt hours. In accordance with the provisions of DFARS
252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must
be registered in the Central Contractor Registration (CCR) database.
Lack of registration in the CCR database on the part of an offeror will
make an offeror ineligible for an award. Offerors and contractors may
